5 | 5 | | WHEREAS, The Legislature of the State of Texas takes pleasure |
---|
6 | 6 | | in recognizing Saint Mary's University on the inaugural year of its |
---|
7 | 7 | | newly created legislative internship program and in commending the |
---|
8 | 8 | | exemplary students who are this year's participants; and |
---|
9 | 9 | | WHEREAS, The Frank Madla, Jr., and Irma Rangel Legislative |
---|
10 | 10 | | Internship Program provides an opportunity for graduate and |
---|
11 | 11 | | undergraduate students who are interested in the legislative |
---|
12 | 12 | | process or who wish to pursue a career in state policy to experience |
---|
13 | 13 | | work in a legislative environment through hands-on participation; |
---|
14 | 14 | | and |
---|
15 | 15 | | WHEREAS, The internship program is named for two of the |
---|
16 | 16 | | university's alumni who worked their way to greatness from modest |
---|
17 | 17 | | beginnings; both the late Honorable Frank Madla, Jr., and the late |
---|
18 | 18 | | Honorable Irma Rangel had a significant impact on San Antonio and |
---|
19 | 19 | | South Texas through their outstanding service in the Texas |
---|
20 | 20 | | Legislature; and |
---|
21 | 21 | | WHEREAS, Senator Madla served for 20 years as a member of the |
---|
22 | 22 | | Texas House of Representatives, where he was an outspoken advocate |
---|
23 | 23 | | for health care and education, and during his 13-year tenure in the |
---|
24 | 24 | | Senate, he was honored repeatedly for his service to the state; his |
---|
25 | 25 | | accolades include Texas Medicine's Best Legislator Award; and |
---|
26 | 26 | | WHEREAS, Representative Rangel was the first Mexican |
---|
27 | 27 | | American woman elected to the Texas Legislature, where she went on |
---|
28 | 28 | | to serve for 26 years; she is noted for her exceptional work as a |
---|
29 | 29 | | proponent of higher education and of equal rights for minorities |
---|
30 | 30 | | and the poor; she was the recipient of multiple honors for her |
---|
31 | 31 | | pioneering service, including induction into the Texas Women's Hall |
---|
32 | 32 | | of Fame in 1994; and |
---|
33 | 33 | | WHEREAS, The internship program is designed to inspire |
---|
34 | 34 | | students to follow in the footsteps of such legends; it gives |
---|
35 | 35 | | participants insight into the legislative process and challenges |
---|
36 | 36 | | them to make a difference in their communities; the admission |
---|
37 | 37 | | standards are high, and the students selected must commit to |
---|
38 | 38 | | working in Austin for at least 40 hours per week while completing |
---|
39 | 39 | | six credit hours of course work; and |
---|
40 | 40 | | WHEREAS, Participants are placed in legislative offices as |
---|
41 | 41 | | staff members with responsibilities and duties ranging from |
---|
42 | 42 | | assistant committee clerk to legislative policy analyst; they must |
---|
43 | 43 | | develop a keen understanding not only of legislative policy, but of |
---|
44 | 44 | | the inherent intricacies of the Texas Legislature as an entity; and |
---|
45 | 45 | | WHEREAS, The undergraduate students chosen as this year's |
---|
46 | 46 | | interns are Andrea Chavez, in the office of Representative David |
---|
47 | 47 | | Leibowitz; Carolina Hernandez and Sarah Linares, in the office of |
---|
48 | 48 | | Representative Joaquin Castro; Mark Reyna, in the office of Senator |
---|
49 | 49 | | Carlos Uresti; and Matthew Reyna, in the office of Senator John |
---|
50 | 50 | | Carona; the graduate students are Ayed Ahbabi, in the office of |
---|
51 | 51 | | Representative Roland Gutierrez; Saad Aldosari, in the office of |
---|
52 | 52 | | Representative Tara Rios Ybarra; and Sherita Simmons, in the office |
---|
53 | 53 | | of Senator Leticia Van de Putte; and |
---|
54 | 54 | | WHEREAS, These interns have received weekly on-site |
---|
55 | 55 | | classroom instruction and have become familiar with the inner |
---|
56 | 56 | | workings of the Texas House of Representatives and Senate while |
---|
57 | 57 | | learning how to research and draft legislation, analyze policy, and |
---|
58 | 58 | | interact with constituents and the press; and |

59 | 59 | | WHEREAS, The program benefits from the assistance and |
---|
60 | 60 | | direction of Professor Arturo Vega, who serves as its on-campus |
---|
61 | 61 | | coordinator, and David C. Courreges, who serves as the on-site |
---|
62 | 62 | | adjunct professor; and |
---|
63 | 63 | | WHEREAS, Saint Mary's University is well known for its |
---|
64 | 64 | | long-standing tradition of instilling in its students the spirit of |
---|
65 | 65 | | public service, and its legislative internship program will be a |
---|
66 | 66 | | valuable asset in preparing its graduates to take on leadership |
---|
67 | 67 | | roles in their communities and in the governmental arena; now, |
---|
68 | 68 | | therefore, be it |

69 | 69 | | RESOLVED, That the 81st Legislature of the State of Texas |

70 | 70 | | hereby commend Saint Mary's University on implementing the Frank |

71 | 71 | | Madla, Jr., and Irma Rangel Legislative Internship Program and |

72 | 72 | | extend congratulations to this year's interns, who have |
