SENATE RESOLUTION NO. 1042 WHEREAS, The Senate of the State of Texas is pleased to recognize John C. Padalino, an exemplary El Paso citizen and a community leader, who was recently appointed to the United States Department of Agriculture; and WHEREAS, A graduate of The University of Texas at Austin and of Rutgers School of Law, John Padalino has served as an associate with Kemp Smith, LLP, and has worked as general counsel for the water districts of El Paso County; he has also handled antitrust and other commercial litigation and has been a briefing attorney on briefs submitted to the United States Supreme Court; and WHEREAS, He helped to establish El Paso Grassroots, an initiative to continue a movement to enhance the quality of life in the El Paso region, and he has organized events in El Paso that encourage citizens to learn about and discuss local, state, and national issues; and WHEREAS, He has coordinated Organizing for America locally and has served as a volunteer to help gain support for Barack Obama's health care, education, and energy initiatives; he was an active member of the Democratic Party Unity initiative; and WHEREAS, John Padalino has accepted a political appointment by the Obama administration for a position at the United States Department of Agriculture; he exemplifies those citizens who participate in democracy, energize their community, and, due to their dedication and talent, are offered the opportunity to serve on the national level; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 81st Legislature, hereby commend John C. Padalino on his exceptional community leadership and extend congratulations to him on his appointment to the United States Department of Agriculture; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
