| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Dr. Jim McDermott, who has been honored with the 2009 |

| 4 | 4 | | Lifetime Achievement Award for Staff Leadership by the National |
|---|
| 5 | 5 | | Council for Community Behavioral Healthcare; and |
|---|
| 6 | 6 | | WHEREAS, The chief executive officer of Mental Health |
|---|
| 7 | 7 | | Mental Retardation of Tarrant County, Dr. McDermott has for many |
|---|
| 8 | 8 | | years worked tirelessly to secure the needed resources to develop |
|---|
| 9 | 9 | | community-based alternatives for people with serious mental |
|---|
| 10 | 10 | | illnesses or mental retardation who would otherwise be relegated |
|---|
| 11 | 11 | | to institutional care; and |
|---|
| 12 | 12 | | WHEREAS, Dr. McDermott has also played a vital role in |
|---|
| 13 | 13 | | shaping public policy, serving on the Mental Health Task Force |
|---|
| 14 | 14 | | that was charged with restructuring the community-based service |
|---|
| 15 | 15 | | delivery system in Texas; the Tarrant County center is frequently |
|---|
| 16 | 16 | | chosen by state officials as a pilot site for new initiatives; |
|---|
| 17 | 17 | | and |
|---|
| 18 | 18 | | WHEREAS, A creative and energetic leader, Dr. McDermott |
|---|
| 19 | 19 | | brings out the best in his staff and colleagues, and he is truly |
|---|
| 20 | 20 | | deserving of recognition for his commitment to caring for the |
|---|
| 21 | 21 | | most vulnerable members of our society; now, therefore, be it |
|---|
| 22 | 22 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 23 | 23 | | Legislature, hereby commend Dr. Jim McDermott on his dedication |
|---|
| 24 | 24 | | to providing care and security for those with mental disabilities |
|---|
| 25 | 25 | | and extend congratulations to him on receiving the 2009 Lifetime |
|---|
| 26 | 26 | | Achievement Award for Staff Leadership from the National Council |
|---|
| 27 | 27 | | for Community Behavioral Healthcare; and, be it further |
