SENATE RESOLUTION NO. 402 WHEREAS, The Senate of the State of Texas is pleased to recognize Dr. Jim McDermott, who has been honored with the 2009 Lifetime Achievement Award for Staff Leadership by the National Council for Community Behavioral Healthcare; and WHEREAS, The chief executive officer of Mental Health Mental Retardation of Tarrant County, Dr. McDermott has for many years worked tirelessly to secure the needed resources to develop community-based alternatives for people with serious mental illnesses or mental retardation who would otherwise be relegated to institutional care; and WHEREAS, Dr. McDermott has also played a vital role in shaping public policy, serving on the Mental Health Task Force that was charged with restructuring the community-based service delivery system in Texas; the Tarrant County center is frequently chosen by state officials as a pilot site for new initiatives; and WHEREAS, A creative and energetic leader, Dr. McDermott brings out the best in his staff and colleagues, and he is truly deserving of recognition for his commitment to caring for the most vulnerable members of our society; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 81st Legislature, hereby commend Dr. Jim McDermott on his dedication to providing care and security for those with mental disabilities and extend congratulations to him on receiving the 2009 Lifetime Achievement Award for Staff Leadership from the National Council for Community Behavioral Healthcare; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
