                            SENATE RESOLUTION NO. 41
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Monsignor Arturo J. Bauelas, the recipient of the
 Adelante Con Ganas Award for January of 2009; and
 WHEREAS, Monsignor Bauelas is a native priest of the
 Diocese of El Paso, Texas; he was ordained June 11, 1976, and
 today is pastor of Saint Pius X Catholic Parish in El Paso; and
 WHEREAS, Monsignor Bauelas earned a master of divinity
 degree from Notre Dame Seminary in New Orleans, Louisiana, and a
 licentiate's degree and a doctorate from Gregorian University in
 Rome; and
 WHEREAS, In 1988 he founded Tepeyac Institute, a diocesan
 ministry formation center in El Paso; today, it is one of the
 largest such centers in the nation, having trained more than
 12,000 persons, and it boasts a staff of more than 125 professors
 with doctorates or master's degrees teaching in advanced degree
 programs; and
 WHEREAS, Monsignor Bauelas has served on numerous
 community boards and commissions, including the Hospice of El
 Paso; Paso del Norte Health Foundation; Las Americas Center,
 which provides legal assistance for migrants and refugees; and
 Festival Guadalupano Hispano; and
 WHEREAS, Monsignor Bauelas in 1989 founded the Academy of
 Catholic Hispanic Theologians of the United States; he is a
 widely regarded lecturer who has presented at universities
 across the country, and he is a published author on theology; his
 credits include being an editorial board member for the Journal
 of Hispanic/Latino Theology since 1993; and
 WHEREAS, Monsignor Bauelas oversees Saint Pius X's 43
 vibrant ministries whose volunteers daily serve El Paso County,
 and he is an enduring champion for migrants, farm workers, and
 the county's poor and disenfranchised; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 81st
 Legislature, hereby commend Monsignor Arturo J. Bauelas for his
 many contributions to the City of El Paso and extend to him
 congratulations on receiving the Adelante Con Ganas Award; and,
 be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as an expression of esteem from the Texas Senate.
