| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Ron Tupper, who has retired from the board of El |

| 4 | 4 | | Milagro Clinic in McAllen after 12 years of outstanding service |
|---|
| 5 | 5 | | with the clinic; and |
|---|
| 6 | 6 | | WHEREAS, Mr. Tupper cofounded El Milagro Clinic in 1996 as |
|---|
| 7 | 7 | | the first public clinic in McAllen to serve those without |
|---|
| 8 | 8 | | insurance and the working poor; during a career of more than 35 |
|---|
| 9 | 9 | | years in the health care industry, he has focused his time and |
|---|
| 10 | 10 | | energy on public health issues and care for the underserved; and |
|---|
| 11 | 11 | | WHEREAS, Throughout his career, Mr. Tupper has been noted |
|---|
| 12 | 12 | | for his determined advocacy for the uninsured and working poor |
|---|
| 13 | 13 | | along the Texas-Mexico border; under his outstanding leadership, |
|---|
| 14 | 14 | | El Milagro Clinic has grown from three examining rooms in a |
|---|
| 15 | 15 | | physician's office to a facility with 48 examination rooms that |
|---|
| 16 | 16 | | sees an average of 135 patients a day; and |
|---|
| 17 | 17 | | WHEREAS, Mr. Tupper is a caring and committed professional |
|---|
| 18 | 18 | | and an exemplary health care advocate who has long dedicated his |
|---|
| 19 | 19 | | expertise, imagination, and energy to benefit the health and |
|---|
| 20 | 20 | | welfare of the people of McAllen and South Texas; he is respected |
|---|
| 21 | 21 | | and admired by his colleagues, and his presence at El Milagro |
|---|
| 22 | 22 | | Clinic will be greatly missed; now, therefore, be it |
|---|
| 23 | 23 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 24 | 24 | | Legislature, hereby commend Ron Tupper on his commitment to |
|---|
| 25 | 25 | | ensuring that quality health care is available to all and extend |
|---|
| 26 | 26 | | to him best wishes for continued success in all his future |
|---|
| 27 | 27 | | endeavors; and, be it further |

| 28 | 28 | | RESOLVED, That a copy of this Resolution be prepared for |
