SENATE RESOLUTION NO. 434 WHEREAS, The Senate of the State of Texas is pleased to recognize Ron Tupper, who has retired from the board of El Milagro Clinic in McAllen after 12 years of outstanding service with the clinic; and WHEREAS, Mr. Tupper cofounded El Milagro Clinic in 1996 as the first public clinic in McAllen to serve those without insurance and the working poor; during a career of more than 35 years in the health care industry, he has focused his time and energy on public health issues and care for the underserved; and WHEREAS, Throughout his career, Mr. Tupper has been noted for his determined advocacy for the uninsured and working poor along the Texas-Mexico border; under his outstanding leadership, El Milagro Clinic has grown from three examining rooms in a physician's office to a facility with 48 examination rooms that sees an average of 135 patients a day; and WHEREAS, Mr. Tupper is a caring and committed professional and an exemplary health care advocate who has long dedicated his expertise, imagination, and energy to benefit the health and welfare of the people of McAllen and South Texas; he is respected and admired by his colleagues, and his presence at El Milagro Clinic will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 81st Legislature, hereby commend Ron Tupper on his commitment to ensuring that quality health care is available to all and extend to him best wishes for continued success in all his future endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
