| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize the Honorable Donald L. Williams of El Paso, president |
|---|
| 4 | 4 | | and charter member of the Black El Paso Democrats, for his |
|---|
| 5 | 5 | | longtime leadership and service to his community; and |
|---|
| 6 | 6 | | WHEREAS, Donald Williams has been a member of the legal |
|---|
| 7 | 7 | | profession since 1975 and has served as a visiting judge for |
|---|
| 8 | 8 | | District 171; as a jurist, he was noted for the large volume of |
|---|
| 9 | 9 | | cases he heard and the excellent management of his court; he was a |
|---|
| 10 | 10 | | member of the United States Army Judge Advocate General's Corps |
|---|
| 11 | 11 | | from 1977 to 1983; and |
|---|
| 12 | 12 | | WHEREAS, He has been an active leader in civil rights |
|---|
| 13 | 13 | | issues and the Democratic Party for many years; he served as a |
|---|
| 14 | 14 | | delegate to the national Democratic Convention, and he served as |
|---|
| 15 | 15 | | chair of the El Paso Branch of the National Association for the |
|---|
| 16 | 16 | | Advancement of Colored People; and |
|---|
| 17 | 17 | | WHEREAS, He earned renown as the first African American |
|---|
| 18 | 18 | | student to serve as president of the student body at The |
|---|
| 19 | 19 | | University of Texas at El Paso; he serves as a member of the board |
|---|
| 20 | 20 | | of directors of the El Paso Bar Association and president of the |
|---|
| 21 | 21 | | Theta Delta Lambda Chapter of the Alpha Phi Alpha Fraternity; and |
|---|
| 22 | 22 | | WHEREAS, Noted for his high moral and ethical standards, |
|---|
| 23 | 23 | | Donald Williams encourages his fellow El Paso citizens to become |
|---|
| 24 | 24 | | involved and take leadership roles to make their community a |
|---|
| 25 | 25 | | better place to live; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 81st |
|---|
| 27 | 27 | | Legislature, hereby commend Judge Donald L. Williams for his |
|---|
| 28 | 28 | | leadership and his many contributions to the City of El Paso and |
|---|
| 29 | 29 | | to this state; and, be it further |
|---|
| 30 | 30 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 31 | 31 | | him as an expression of high regard from the Texas Senate. |
