| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. The legislature finds that the powers of a county |
|---|
| 13 | 13 | | election commission or a joint elections commission extend no |
|---|
| 14 | 14 | | further than to the appointment, acceptance of resignation, or |
|---|
| 15 | 15 | | recommendation for termination of a county elections administrator |
|---|
| 16 | 16 | | or joint elections administrator. |

| 17 | 17 | | SECTION 2. Section 31.033, Election Code, is amended by |
|---|
| 18 | 18 | | adding Subsection (d) to read as follows: |
|---|
| 19 | 19 | | (d) Meetings of the county election commission are subject |
|---|
| 20 | 20 | | to Chapter 551, Government Code. In addition to posting notice as |
|---|
| 21 | 21 | | required by Chapter 551, Government Code, the commission shall |
|---|
| 22 | 22 | | provide personal written notice of a commission meeting to the |
|---|
| 23 | 23 | | county elections administrator in the time prescribed by Section |
|---|
| 24 | 24 | | 551.043, Government Code, for providing public notice. |

| 25 | 25 | | SECTION 3. Section 31.155, Election Code, is amended by |
|---|
| 26 | 26 | | adding Subsection (d) to read as follows: |
|---|
| 27 | 27 | | (d) Meetings of the joint elections commission are subject |
|---|
| 28 | 28 | | to Chapter 551, Government Code. In addition to posting notice as |
|---|
| 29 | 29 | | required by Chapter 551, Government Code, the commission shall |
|---|

| 33 | 33 | | SECTION 4. This Act takes effect immediately if it receives |

| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2011. |
