1010 relating to the advanced research program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. The heading to Chapter 142, Education Code, is
1313 amended to read as follows:
1414 CHAPTER 142. NORMAN HACKERMAN ADVANCED RESEARCH PROGRAM
1515 SECTION 2. Section 142.001(4), Education Code, is amended
1616 to read as follows:
1717 (4) "Program" means the Norman Hackerman advanced
1818 research program established under this chapter.
1919 SECTION 3. Section 142.002, Education Code, is amended to
2020 read as follows:
2121 Sec. 142.002. PURPOSE. The Norman Hackerman advanced
2222 research program is established to encourage and provide support
2323 for basic research conducted by faculty members and students in
2424 astronomy, atmospheric science, biological and behavioral
2525 sciences, chemistry, computer sciences, earth sciences,
2626 engineering, information science, mathematics, material sciences,
2727 oceanography, physics, environmental issues affecting the
2828 Texas-Mexico border region, the reduction of industrial,
2929 agricultural, and domestic water use, social sciences, and related
3030 disciplines in eligible institutions.
3131 SECTION 4. Section 142.004(a), Education Code, is amended
3232 to read as follows:
3333 (a) The program is funded by appropriations and by gifts,
3434 grants, and donations made for purposes of the program [that
3535 purpose]. [The total funds appropriated to the program may be at
3636 least equal to 10 percent of the average amount of the federally
3737 sponsored research funds allocated to all institutions of higher
3838 education annually during the preceding three years.]
3939 SECTION 5. Section 142.004(b), Education Code, is repealed.
4040 SECTION 6. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2011.
