                    BILL ANALYSIS             H.B. 3866     By: Miller, Doug     Natural Resources     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties contend that the majority of general elections are held in November of even-numbered years and that more people tend to vote in November elections as opposed to elections held in other months. H.B. 3866 seeks to establish provisions relating to the date for the election of directors of the Hill Country Underground Water Conservation District with a goal of providing cost savings to the various entities who share in the performance and function of elections and an opportunity for higher voter turnout.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3866 amends the Special District Local Laws Code to change the date of the directors' election of the Hill Country Underground Water Conservation District, from the uniform election date in May of each odd-numbered year to the uniform election date in November of each even-numbered year.    H.B. 3866 requires a member of the board of directors of the district elected in May 2009 to serve until the member's successor has qualified following the directors' election held on the uniform election date in November 2012, and a member elected in May 2011 to serve until the member's successor has qualified following the directors' election held on the uniform election date in November 2014, in accordance with the bill's provisions.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
