| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 5(i), Chapter 265, Acts of the 67th |
|---|
| 14 | 14 | | Legislature, Regular Session, 1981, is amended to read as follows: |
|---|
| 15 | 15 | | (i) The board shall organize by electing one of its number |
|---|
| 16 | 16 | | as president and one of its number as vice-president. A secretary, |
|---|
| 17 | 17 | | who need not be a director, also shall be elected. Officers shall |
|---|
| 18 | 18 | | be elected for a term of one year, and a vacancy shall be filled for |
|---|
| 19 | 19 | | the unexpired term by the board. Any five [four] members of the |
|---|
| 20 | 20 | | board constitute a quorum, and a concurrence of five [four] is |
|---|
| 21 | 21 | | sufficient in all matters pertaining to the business of the |
|---|
| 22 | 22 | | district. All members of the board and officers serve without |
|---|
| 23 | 23 | | compensation but may be reimbursed for actual expenses incurred in |
|---|
| 24 | 24 | | the performance of their official duties if those expenses are |
|---|
| 25 | 25 | | approved by the board and reported in the minute book of the |
|---|
| 26 | 26 | | district or other records of the district. |

| 27 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 31 | | Act takes effect September 1, 2011. |
