 A BILL TO BE ENTITLED
 AN ACT
relating to an exemption for school districts from security for
 court costs and appeal bond.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 6, Civil Practice and Remedies Code, is
amended by adding Section 6.004 to read as follows:
Sec. 6.004. SCHOOL DISTRICTS EXEMPT FROM SECURITY FOR COURT
COSTS AND APPEAL BOND. A school district may institute and
prosecute suits without giving security for cost and may appeal
from judgment without giving supersedeas or cost bond.

as added by this Act, applies only to a suit or appeal filed on or
after the effective date of this Act. A suit or appeal filed before
the effective date of this Act is governed by the law as it existed
immediately before the effective date of this Act, and that law is
continued in effect for that purpose.
SECTION 3. This Act takes effect September 1, 2011.
