99 HOUSE CONCURRENT RESOLUTION
1010 WHEREAS, In the global economy of the 21st century, the
1111 establishment of business links to countries outside the United
1212 States is of growing importance to the State of Texas, and areas
1313 that figure prominently in this type of development contribute
1414 greatly to the state's commercial progress; and
1515 WHEREAS, One especially fertile location for the growth of
1616 international business is the city of Richardson; long a center for
1717 computer and communications technology and the site of many
1818 divisional or regional corporate headquarters, Richardson has also
1919 attracted more than 30 companies from foreign countries; the firms
2020 hail from 15 nations around the globe, including Canada, China,
2121 Finland, Germany, Japan, South Korea, Taiwan, and the United
2222 Kingdom; and
2323 WHEREAS, These enterprises compete in a variety of
2424 industries; while many specialize in technology-oriented fields
2525 such as semiconductor manufacturing, telecommunications, and
2626 software development, others focus on workforce management,
2727 security, air transportation, and heating, ventilation, and air
2828 conditioning, among numerous other endeavors; and
2929 WHEREAS, The city has also been chosen as a base of operations
3030 for domestic companies that maintain operations abroad; these firms
3131 further Richardson's involvement in international business and
3232 allow area residents to benefit from the opportunities available in
3333 foreign markets; and
3434 WHEREAS, To build on the city's connection to global
3535 commerce, civic leaders are opening the Mayor's Office of
3636 International Business, a partnership between the City of
3737 Richardson and the Richardson Chamber of Commerce, and the chamber
3838 is also establishing a new Richardson International Business
3939 Advisory Committee; these initiatives are designed to attract
4040 investment by companies from other countries, to support locally
4141 based firms seeking to develop their business abroad, and to open
4242 new international markets for the city's entrepreneurs; and
4343 WHEREAS, The Richardson Economic Development Partnership
4444 also plays a key role in nurturing global business alliances, and
4545 its work includes hosting delegations from around the world who
4646 visit North Texas to learn about the area and assess prospects for
4747 commercial partnerships; and
4848 WHEREAS, Another factor that makes the city so inviting to
4949 international companies and business leaders is its thriving
5050 multicultural character; Richardson is home to people from a broad
5151 range of backgrounds, ethnicities, and religions and offers a
5252 vibrant mix of restaurants, specialty stores, and places of worship
5353 that reflects the diversity of the population; in addition,
5454 cultural centers such as the Raindrop Turkish House and the Dallas
5555 Chinese Community Center further the cosmopolitan environment; and
5656 WHEREAS, With its emphasis on developing international
5757 business as an important component of the local economy, Richardson
5858 stands as an admirable model for the way that Texas communities can
5959 compete and prosper in the decades ahead, and its achievements are
6060 indeed deserving of special legislative recognition; now,
6161 therefore, be it
6262 RESOLVED, That the 82nd Legislature of the State of Texas
6363 hereby designate Richardson as the official International Business
6464 Capital of North Texas.
