66 HOUSE CONCURRENT RESOLUTION
77 WHEREAS, The United States is a nation of immigrants who have
88 built the greatest democracy in the history of mankind; and
99 WHEREAS, The United States at many times during its history
1010 has allowed noncitizens to earn citizenship through honorable
1111 service in its armed forces; and
1212 WHEREAS, Thousands of undocumented children have received a
1313 high school degree in Texas and are eager to serve in the United
1414 States armed forces, but are ineligible because they were brought
1515 to the United States illegally; and
1616 WHEREAS, Approximately 40,000 noncitizens with visas or
1717 green cards are currently serving loyally in the United States
1818 armed forces; and
1919 WHEREAS, Many noncitizens serving in the United States armed
2020 forces have given their lives in Iraq and Afghanistan during the
2121 last 10 years; now, therefore, be it
2222 RESOLVED, That the 82nd Legislature of the State of Texas
2323 hereby respectfully urge the federal government to grant a
2424 conditional green card to noncitizens who (1) have received a high
2525 school diploma in the United States, and (2) arrived in this country
2626 before the age of 16, to allow them to enlist in the United States
2727 armed forces, if otherwise qualified; and, be it further
2828 RESOLVED, That the Texas Legislature urge the federal
2929 government to award citizenship to these patriotic immigrants upon
3030 the completion of four years of honorable service in the United
3131 States armed forces; and, be it further
3232 RESOLVED, That the Texas secretary of state forward official
3333 copies of this resolution to the president of the United States, to
3434 the president of the Senate and the speaker of the House of
3535 Representatives of the United States Congress, to the secretary of
3636 defense, and to all the members of the Texas delegation to Congress
3737 with the request that this resolution be entered in the
3838 Congressional Record as a memorial to the Congress of the United
3939 States of America.
