55 CONCURRENT RESOLUTION
66 WHEREAS, The Texas Legislative Medal of Honor was established
77 to recognize gallant and intrepid service by a Texan in the state or
88 federal military forces, and through his courageous actions in
99 Vietnam, U.S. Marine Corporal Roy Cisneros of San Antonio proved
1010 himself a worthy candidate for this prestigious honor; and
1111 WHEREAS, Born on February 6, 1949, Roy Cisneros attended
1212 Cenizo Park Elementary School, Truman Middle School, and Edgewood
1313 High School; following his graduation in 1967, he joined the
1414 marines and trained at Camp Pendleton, California; in December
1515 1967, he deployed to Vietnam, where he became a squad leader with
1616 Company B, 1st Battalion, 3rd Marines, 3rd Marine Division
1717 (Reinforced), Fleet Marine Force; and
1818 WHEREAS, On September 11, 1968, Corporal Cisneros was
1919 conducting a reconnaissance in force in Quang Tri, the northernmost
2020 province in the Republic of Vietnam, when his company came under
2121 intense small arms and automatic weapons fire from an opposing
2222 company of North Vietnamese soldiers occupying fortified positions
2323 on a hill; during the ensuing combat, Corporal Cisneros skillfully
2424 maneuvered his squad across the hazardous terrain and directed his
2525 men's fire with devastating accuracy, destroying three enemy
2626 bunkers; and
2727 WHEREAS, With his squad pinned down by a heavy volume of fire
2828 from a fourth emplacement, Corporal Cisneros advanced alone and
2929 sought single-handedly to destroy the position; after firing a
3030 light antitank assault weapon into the bunker, he hurled hand
3131 grenades at the defenders and then opened fire with his rifle as he
3232 aggressively continued his assault; disregarding his own safety, he
3333 was delivering an effective attack on the emplacement when he was
3434 mortally wounded; and
3535 WHEREAS, The resolute determination and fighting spirit
3636 demonstrated by Corporal Cisneros inspired all who observed him,
3737 and he was instrumental in his unit's accounting for 45 North
3838 Vietnamese soldiers confirmed killed; as a result of his actions,
3939 Corporal Cisneros was posthumously awarded the Navy Cross, the
4040 second highest honor for valor that can be bestowed on a marine; and
4141 WHEREAS, Corporal Cisneros also received the Military Merit
4242 Medal and Gallantry Cross with Palm from the Republic of Vietnam; in
4343 2009, the elementary school he attended was renamed Roy Cisneros
4444 Elementary School in his honor by the Edgewood Independent School
4545 District; and
4646 WHEREAS, Through his unhesitating selflessness and his
4747 steadfast devotion to duty, honor, and this country, Corporal Roy
4848 Cisneros embodied the highest ideals of the United States Marine
4949 Corps, and he most assuredly merits the award of this state's
5050 supreme military medal; now, therefore, be it
5151 RESOLVED, That the 82nd Legislature of the State of Texas
5252 hereby posthumously confer the Texas Legislative Medal of Honor on
5353 U.S. Marine Corporal Roy Cisneros in tribute to his heroic service
5454 in Vietnam and express profound appreciation on behalf of all his
5555 fellow Texans; and, be it further
5656 RESOLVED, That an official copy of this resolution be
5757 prepared for his family as an expression of high regard by the Texas
5858 House of Representatives and Senate.
