 R E S O L U T I O N
 WHEREAS, The Honorable Dorothy Morgan retired as Washington
 County judge on December 31, 2010, having served with distinction
 for two decades; and
 WHEREAS, A native Texan, Dorothy Morgan was born in
 Bleiblerville; she attended Bellville High School and Blinn College
 before graduating from Texas State University; she taught for 18
 years in the Brenham Independent School District, instructing both
 junior high and high school students in social studies, literature,
 government, and economics; and
 WHEREAS, Judge Morgan began her career as an elected official
 in 1982, when she became the first woman to serve as the mayor of
 Brenham; she was reelected to that post three times and then ran
 successfully in 1990 for Washington County judge, becoming the
 first female to hold that title as well; she completed her fifth
 term as county judge in 2010; and
 WHEREAS, Judge Morgan has served the public in a number of
 other capacities; she is a former president of the Texas
 Association of Regional Councils and the Texas Council of Community
 MHMR Centers and a former chair of the Commission on State Emergency
 Communications, and she is currently the chair of the Mental Health
 and Mental Retardation Authority of Brazos Valley; and
 WHEREAS, The many honors received by this respected public
 servant include the Outstanding Young Woman of America Award and
 inclusion in Who's Who Among America's Teachers and Who's Who in
 America; moreover, she was named the 1994 Woman of the Year by the
 Washington County Chamber of Commerce and the 2006 Community
 Builder by the Masonic Lodge of Brenham; and
 WHEREAS, In all of her endeavors, she enjoys the love and
 support of her family, which includes her husband, Emmett, and
 their four children and four grandchildren; and
 WHEREAS, Judge Dorothy Morgan greatly benefited her fellow
 citizens with her dedication, professionalism, and commitment to
 excellence, and her many achievements as an elected official will
 enhance the quality of life in Washington County for years to come;
 now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate Dorothy Morgan on her retirement as
 Washington County judge and extend to her sincere best wishes for
 continued happiness; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Judge Morgan as an expression of high regard by the
 Texas House of Representatives.
