55 R E S O L U T I O N
66 WHEREAS, Given the important role Taiwan plays in commercial
77 aviation and the global economy, it is vital that it participate as
88 an observer in the International Civil Aviation Organization and
99 the United Nations Framework Convention on Climate Change; and
1010 WHEREAS, Each year, more than 174,000 international flights
1111 carry 35 million passengers to and from Taiwan, and its airports
1212 handle more than 1.5 million tons of air cargo; the Taipei Flight
1313 Information Region annually provides traffic control services for
1414 more than 1.3 million flights, including one of the world's busiest
1515 air routes, which connects Northeast and Southeast Asia; and
1616 WHEREAS, Civil aviation plays a pivotal role in promoting
1717 cultural exchange, business, trade, and tourism, and Taiwan can
1818 make important contributions to the ICAO, which serves to develop
1919 international civil aviation in a safe and orderly manner; in
2020 addition, through its participation as an observer in the United
2121 Nations Framework Convention on Climate Change, Taiwan can help
2222 further the goal of the ICAO to address the impact of greenhouse gas
2323 emissions from international aviation on the global climate; Taiwan
2424 is the world's 20th largest economy, and observer status in the
2525 UNFCCC would allow it to share with other countries its experiences
2626 in responding to climate change; and
2727 WHEREAS, Meaningful participation by Taiwan as an observer in
2828 the meetings and activities of the International Civil Aviation
2929 Organization will enhance efforts to improve safety regulations and
3030 procedures and to develop a global strategy to address aviation
3131 security threats; moreover, its participation as an observer in the
3232 United Nations Framework Convention on Climate Change will
3333 contribute greatly to global efforts aimed at reducing and
3434 preventing natural disasters; now, therefore, be it
3535 RESOLVED, That the House of Representatives of the 82nd Texas
3636 Legislature hereby endorse Taiwan's participation as an observer in
3737 the International Civil Aviation Organization and the United
3838 Nations Framework Convention on Climate Change.
