| 6 | 6 | | WHEREAS, Given the important role Taiwan plays in commercial |

| 7 | 7 | | aviation and the global economy, it is vital that it participate as |
|---|
| 8 | 8 | | an observer in the International Civil Aviation Organization and |
|---|
| 9 | 9 | | the United Nations Framework Convention on Climate Change; and |
|---|
| 10 | 10 | | WHEREAS, Each year, more than 174,000 international flights |
|---|
| 11 | 11 | | carry 35 million passengers to and from Taiwan, and its airports |
|---|
| 12 | 12 | | handle more than 1.5 million tons of air cargo; the Taipei Flight |
|---|
| 13 | 13 | | Information Region annually provides traffic control services for |
|---|
| 14 | 14 | | more than 1.3 million flights, including one of the world's busiest |
|---|
| 15 | 15 | | air routes, which connects Northeast and Southeast Asia; and |
|---|
| 16 | 16 | | WHEREAS, Civil aviation plays a pivotal role in promoting |
|---|
| 17 | 17 | | cultural exchange, business, trade, and tourism, and Taiwan can |
|---|
| 18 | 18 | | make important contributions to the ICAO, which serves to develop |
|---|
| 19 | 19 | | international civil aviation in a safe and orderly manner; in |
|---|
| 20 | 20 | | addition, through its participation as an observer in the United |
|---|
| 21 | 21 | | Nations Framework Convention on Climate Change, Taiwan can help |
|---|
| 22 | 22 | | further the goal of the ICAO to address the impact of greenhouse gas |
|---|
| 23 | 23 | | emissions from international aviation on the global climate; Taiwan |
|---|
| 24 | 24 | | is the world's 20th largest economy, and observer status in the |
|---|
| 25 | 25 | | UNFCCC would allow it to share with other countries its experiences |
|---|
| 26 | 26 | | in responding to climate change; and |
|---|
| 27 | 27 | | WHEREAS, Meaningful participation by Taiwan as an observer in |
|---|
| 28 | 28 | | the meetings and activities of the International Civil Aviation |
|---|
| 29 | 29 | | Organization will enhance efforts to improve safety regulations and |
|---|
| 30 | 30 | | procedures and to develop a global strategy to address aviation |
|---|
| 31 | 31 | | security threats; moreover, its participation as an observer in the |
|---|
| 32 | 32 | | United Nations Framework Convention on Climate Change will |
|---|
| 33 | 33 | | contribute greatly to global efforts aimed at reducing and |
|---|
| 34 | 34 | | preventing natural disasters; now, therefore, be it |
|---|
| 35 | 35 | | RESOLVED, That the House of Representatives of the 82nd Texas |
|---|
| 36 | 36 | | Legislature hereby endorse Taiwan's participation as an observer in |
|---|
| 37 | 37 | | the International Civil Aviation Organization and the United |
|---|
| 38 | 38 | | Nations Framework Convention on Climate Change. |
