The bill would authorize the Railroad Commission or a municipal regulatory authority to approve gas utility service rate adjustments based on changes in a gas utilitys revenues, expenses, or investments. The bill would also provide that the Railroad Commission shall presume reasonable any tariff or rate schedule to which a gas utility and a municipality agree. Passage of the bill is not expected to result in any signficant costs to the Railroad Commission. Local Government Impact No significant fiscal implication to units of local government is anticipated.
