| 14 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 15 | | SECTION 1. Section 521.101, Transportation Code, is amended |
|---|
| 16 | 16 | | by adding Subsection (k) to read as follows: |
|---|
| 17 | 17 | | (k) The department may include a color or laser engraved |
|---|
| 18 | 18 | | photograph of the holder of the personal identification |
|---|
| 19 | 19 | | certificate. |
|---|
| 20 | 20 | | SECTION 2. Subsection (a), Section 521.121, Transportation |
|---|
| 21 | 21 | | Code, as amended by Chapters 316 (H.B. 598) and 1146 (H.B. 2730), |
|---|
| 22 | 22 | | Acts of the 81st Legislature, Regular Session, 2009, is reenacted |
|---|
| 23 | 23 | | and amended to read as follows: |
|---|
| 24 | 24 | | (a) The driver's license must include: |
|---|
| 25 | 25 | | (1) a distinguishing number assigned by the department |
|---|
| 26 | 26 | | to the license holder; |
|---|
| 27 | 27 | | (2) a color or laser engraved photograph of the entire |
|---|
| 28 | 28 | | face of the holder; |
|---|
| 29 | 29 | | (3) the full name and date of birth of the holder; |
|---|
| 30 | 30 | | (4) a brief description of the holder; and |
|---|
| 31 | 31 | | (5) the license holder's residence address or, for a |
|---|
| 32 | 32 | | license holder using the procedure under Subsection (c), the street |
|---|
| 33 | 33 | | address of the courthouse in which the license holder or license |
|---|
| 34 | 34 | | holder's spouse serves as a federal judge or state judge. |

| 35 | 35 | | SECTION 3. Section 522.030, Transportation Code, is amended |
|---|
| 36 | 36 | | to read as follows: |
|---|
| 37 | 37 | | Sec. 522.030. CONTENT OF LICENSE. A commercial driver's |
|---|
| 38 | 38 | | license must: |
|---|
| 39 | 39 | | (1) be marked "Commercial Driver License" or "CDL"; |
|---|
| 40 | 40 | | (2) be, to the extent practicable, tamper-proof; and |
|---|
| 41 | 41 | | (3) include: |
|---|
| 42 | 42 | | (A) the name and mailing address of the person to |
|---|
| 43 | 43 | | whom it is issued; |
|---|
| 44 | 44 | | (B) the person's color or laser engraved |
|---|
| 45 | 45 | | photograph; |
|---|
| 46 | 46 | | (C) a physical description of the person, |
|---|
| 47 | 47 | | including sex, height, and eye color; |
|---|
| 48 | 48 | | (D) the person's date of birth; |
|---|
| 49 | 49 | | (E) a number or identifier the department |
|---|
| 50 | 50 | | considers appropriate; |
|---|
| 51 | 51 | | (F) the person's signature; |
|---|
| 52 | 52 | | (G) each class of commercial motor vehicle that |
|---|
| 53 | 53 | | the person is authorized to drive, with any endorsements or |
|---|
| 54 | 54 | | restrictions; |
|---|
| 55 | 55 | | (H) the name of this state; and |
|---|
| 56 | 56 | | (I) the dates between which the license is valid. |
|---|
| 57 | 57 | | SECTION 4. The changes in law made by this Act apply only to |
|---|
| 58 | 58 | | a driver's license, personal identification certificate, or |
|---|
| 59 | 59 | | commercial driver's license issued or renewed on or after the |
|---|
| 60 | 60 | | effective date of this Act. A driver's license, personal |
|---|
| 61 | 61 | | identification certificate, or commercial driver's license issued |
|---|
| 62 | 62 | | or renewed before the effective date of this Act is governed by the |
|---|
| 63 | 63 | | law in effect when the license or certificate was issued, and the |
|---|
| 64 | 64 | | former law is continued in effect for that purpose. |
|---|
| 65 | 65 | | SECTION 5. To the extent of any conflict, this Act prevails |
|---|
| 66 | 66 | | over another Act of the 82nd Legislature, Regular Session, 2011, |
|---|
| 67 | 67 | | relating to nonsubstantive additions to and corrections in enacted |
|---|
| 68 | 68 | | codes. |
|---|
| 69 | 69 | | SECTION 6. This Act takes effect September 1, 2011. |
