7	7	relating to contributions to the fund for veterans' assistance.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. Subsection (a), Section 434.017, Government
10	10	Code, as amended by Chapters 840 (S.B. 1940) and 1385 (S.B. 1655),
11	11	Acts of the 81st Legislature, Regular Session, 2009, is reenacted
12	12	and amended to read as follows:
13	13	(a) The fund for veterans' assistance is a special fund in
14	14	the state treasury outside the general revenue fund. The fund is
15	15	composed of:
16	16	(1) money transferred to the fund at the direction of
17	17	the legislature;
18	18	(2) gifts and grants contributed to the fund;
19	19	(3) the earnings of the fund; [and]
20	20	(4) money transferred to the fund from proceeds of the
21	21	lottery game operated under Section 466.027 or transferred to the
22	22	fund under Section 466.408(b); and
23	23	(5) [(2)] money deposited to the credit of the fund
24	24	under Section 502.1746, Transportation Code.
25	25	SECTION 2. Section 502.1746, Transportation Code, is
26	26	amended by amending Subsection (b) and adding Subsections (c), (d),
27	27	and (e) to read as follows:
28	28	(b) The county assessor-collector shall send any
29	29	contribution made under this section to the comptroller for deposit
30	30	in the state treasury to the credit of the fund for veterans'
31	31	assistance before the 31st day after the date the contribution is
32	32	made. A contribution made under this section may be used only for
33	33	the purposes of the fund for veterans' assistance.
34	34	(c) The department shall:
35	35	(1) include space on each motor vehicle registration
36	36	renewal notice, on the page that states the total fee for
37	37	registration renewal, that allows a person renewing a registration
38	38	to indicate the amount that the person is voluntarily contributing
39	39	to the fund for veterans' assistance;
40	40	(2) provide an opportunity to contribute to the fund
41	41	for veterans' assistance similar to the opportunity described by
42	42	Subsection (a) and in the manner described by Subdivision (1) in any
43	43	registration renewal system that succeeds the system in place on
44	44	September 1, 2011; and
45	45	(3) provide an opportunity for a person to contribute
46	46	to the fund for veterans' assistance during the registration
47	47	renewal process on the department's Internet website.
48	48	(d) If a person makes a contribution under this section and
49	49	does not pay the full amount of a registration fee, the county
50	50	assessor-collector may credit all or a portion of the contribution
51	51	to the person's registration fee.
52	52	(e) The department shall consult with the Texas Veterans
53	53	Commission in performing the department's duties under this
54	54	section.
55	55	SECTION 3. The change in law made by this Act to Section
56	56	502.1746, Transportation Code, applies only to a motor vehicle
57	57	registration renewal notice issued for a registration that expires
58	58	on or after January 1, 2012.
59	59	SECTION 4. This Act takes effect immediately if it receives
60	60	a vote of two-thirds of all the members elected to each house, as
61	61	provided by Section 39, Article III, Texas Constitution. If this
62	62	Act does not receive the vote necessary for immediate effect, this
63	63	Act takes effect September 1, 2011.
