99 AN ACT
1010 relating to reporting requirements for institutions of higher
1111 education conducting human stem cell research.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subsection (h), Section 61.051, Education Code,
1414 is amended to read as follows:
1515 (h) The board shall make continuing studies of the needs of
1616 the state for research and designate the institutions of higher
1717 education to perform research as needed. The board shall also
1818 maintain an inventory of all institutional and programmatic
1919 research activities being conducted by the various institutions,
2020 whether state-financed or not. Once a year, on dates prescribed by
2121 the board, each institution of higher education shall report to the
2222 board all research conducted at that institution during the last
2323 preceding year. Each institution's report must include the amounts
2424 spent by the institution on human embryonic stem cell research and
2525 adult stem cell research during the year covered by the report and
2626 the source of the funding for that research. All reports required
2727 by this subsection shall be made subject to the limitations imposed
2828 by security regulations governing defense contracts for research.
2929 Not later than January 1 of each year, the board shall submit to the
3030 legislature information regarding human stem cell research
3131 obtained by the board from reports required by this subsection.
3232 SECTION 2. This Act takes effect September 1, 2011.
