7	7	relating to changes in the single-member district boundaries of the
8	8	Barton Springs-Edwards Aquifer Conservation District.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Section 8802.053, Special District Local Laws
11	11	Code, is amended by amending Subsection (c) and adding Subsection
12	12	(c-1) to read as follows:
13	13	(c) As soon as practicable after the publication of each
14	14	federal decennial census, the board shall revise the single-member
15	15	districts as the board considers appropriate to reflect population
16	16	changes.
17	17	(c-1) In this subsection, a reference to a highway, street,
18	18	road, avenue, boulevard, or lane means the centerline of that
19	19	highway, street, road, avenue, boulevard, or lane. When the board
20	20	revises the single-member districts [under this subsection], the
21	21	board shall place two of the districts wholly within the territory
22	22	described as follows: Beginning at the eastern district boundary
23	23	and the Colorado River, then south along the eastern district
24	24	boundary to the intersection of Interstate Highway 35 and Slaughter
25	25	Lane; then west along Slaughter Lane to the district boundary, then
26	26	north along the district boundary to the Colorado River, then east
27	27	along the Colorado River following the district boundary to the
28	28	point of the beginning
29	29	[(1) entirely within the boundaries of the city of
30	30	Austin, as those boundaries exist at that time; or
31	31	[(2) within the boundaries of the city of Austin, as
32	32	those boundaries exist at that time, but also including
33	33	unincorporated areas or other municipalities that are surrounded
34	34	wholly or partly by the boundaries of the city of Austin if the
35	35	areas or municipalities are noncontiguous to the territory of any
36	36	other single-member district].
37	37	SECTION 2. Subchapter B, Chapter 8802, Special District
38	38	Local Laws Code, is amended by adding Section 8802.054 to read as
39	39	follows:
40	40	Sec. 8802.054. APPLICABILITY OF OTHER LAW. Section
41	41	36.059(b), Water Code, does not apply to the district.
42	42	SECTION 3. Subsection (b), Section 8802.051, and Subsection
43	43	(d), Section 8802.053, Special District Local Laws Code, are
44	44	repealed.
45	45	SECTION 4. (a) The legal notice of the intention to
46	46	introduce this Act, setting forth the general substance of this
47	47	Act, has been published as provided by law, and the notice and a
48	48	copy of this Act have been furnished to all persons, agencies,
49	49	officials, or entities to which they are required to be furnished
50	50	under Section 59, Article XVI, Texas Constitution, and Chapter 313,
51	51	Government Code.
52	52	(b) The governor has submitted the notice and Act to the
53	53	Texas Commission on Environmental Quality.
54	54	(c) The Texas Commission on Environmental Quality has filed
55	55	its recommendations relating to this Act with the governor,
56	56	lieutenant governor, and speaker of the house of representatives
57	57	within the required time.
58	58	(d) All requirements of the constitution and laws of this
59	59	state and the rules and procedures of the legislature with respect
60	60	to the notice, introduction, and passage of this Act are fulfilled
61	61	and accomplished.
62	62	SECTION 5. This Act takes effect September 1, 2011.
