7	7	relating to events to receive funding through a major events trust
8	8	fund.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Subdivisions (4) and (5), Subsection (a),
11	11	Section 5A, Chapter 1507 (S.B. 456), Acts of the 76th Legislature,
12	12	Regular Session, 1999 (Article 5190.14, Vernon's Texas Civil
13	13	Statutes), are amended to read as follows:
14	14	(4) "Event" means a Super Bowl, a National Collegiate
15	15	Athletic Association Final Four tournament game, the National
16	16	Basketball Association All-Star Game, the National Hockey League
17	17	All-Star Game, the Major League Baseball All-Star Game, a National
18	18	Collegiate Athletic Association Bowl Championship Series game, a
19	19	World Cup Soccer game, the World Games, a national collegiate
20	20	championship of an amateur sport sanctioned by the national
21	21	governing body of the sport that is recognized by the United States
22	22	Olympic Committee, an Olympic activity, including a Junior or
23	23	Senior activity, training program, or feeder program sanctioned by
24	24	the United States Olympic Committee's Community Olympic
25	25	Development Program, the Breeders' Cup World Championships, [or] a
26	26	Formula One automobile race, the Academy of Country Music Awards,
27	27	the National Cutting Horse Association Triple Crown, or a national
28	28	political convention of the Republican National Committee or the
29	29	Democratic National Committee. The term includes any activities
30	30	related to or associated with an event.
31	31	(5) "Site selection organization" means:
32	32	(A) the National Football League, the National
33	33	Collegiate Athletic Association, the National Basketball
34	34	Association, the National Hockey League, Major League Baseball, the
35	35	Federation Internationale de Football Association (FIFA), the
36	36	International World Games Association, or the United States Olympic
37	37	Committee;
38	38	(B) [or] the national governing body of a sport
39	39	that is recognized by the United States Olympic Committee, the
40	40	National Thoroughbred Racing Association, Formula One Management
41	41	Limited, or the Federation Internationale de l'Automobile;
42	42	(C) the Academy of Country Music;
43	43	(D) the National Cutting Horse Association; or
44	44	(E) the Republican National Committee or the
45	45	Democratic National Committee.
46	46	SECTION 2. Section 5A, Chapter 1507 (S.B. 456), Acts of the
47	47	76th Legislature, Regular Session, 1999 (Article 5190.14, Vernon's
48	48	Texas Civil Statutes), is amended by adding Subsection (w) to read
49	49	as follows:
50	50	(w) Not later than 18 months after the last day of an event
51	51	eligible for disbursements from the Major Events trust fund for
52	52	costs associated with the event, the comptroller using existing
53	53	resources shall:
54	54	(1) complete a study in the market area of the event on
55	55	the measurable economic impact directly attributable to the
56	56	preparation for and presentation of the event and related
57	57	activities; and
58	58	(2) post on the comptroller's Internet website the
59	59	results of the study conducted under Subdivision (1) of this
60	60	subsection.
61	61	SECTION 3. This Act takes effect immediately if it receives
62	62	a vote of two-thirds of all the members elected to each house, as
63	63	provided by Section 39, Article III, Texas Constitution. If this
64	64	Act does not receive the vote necessary for immediate effect, this
65	65	Act takes effect September 1, 2011.
