77 relating to the purpose and duties of the Council on Children and
88 Families.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subsection (a), Section 531.802, Government
1111 Code, is amended to read as follows:
1212 (a) The Council on Children and Families is established to:
1313 (1) coordinate the state's health, education, and
1414 human services systems to ensure that children and families have
1515 access to needed services;
1616 (2) improve coordination and efficiency in state
1717 agencies, advisory councils on issues affecting children, and local
1818 levels of service;
1919 (3) prioritize and mobilize resources for children;
2020 [and]
2121 (4) facilitate an integrated approach to providing
2222 services for children and youth; and
2323 (5) promote the sharing of information regarding
2424 children and their families among state agencies.
2525 SECTION 2. Subsection (a), Section 531.803, Government
2626 Code, is amended to read as follows:
2727 (a) The council shall:
2828 (1) analyze the biennial legislative appropriations
2929 requests of members of the council for services provided to
3030 children and their families and identify appropriations that,
3131 through the coordination of members of the council, could be
3232 modified in the next legislative appropriation request to eliminate
3333 waste or increase available services and, not later than May 1 of
3434 each even-numbered year, prepare a report recommending those
3535 modifications for consideration during the development of the next
3636 biennial legislative appropriations request;
3737 (2) investigate opportunities to increase flexible
3838 funding for health, education, and human services provided to
3939 children and their families;
4040 (3) identify methods to remove barriers to local
4141 coordination of health, education, and human services provided to
4242 children and their families;
4343 (4) identify methods to ensure that children and youth
4444 receive appropriate assessment, diagnoses, and intervention
4545 services;
4646 (5) develop methods to prevent unnecessary parental
4747 relinquishment of custody of children;
4848 (6) prioritize assisting children in family settings
4949 rather than institutional settings; [and]
5050 (7) make recommendations about family involvement in
5151 the provision and planning of health, education, and human services
5252 for a child, including family partner and liaison models; and
5353 (8) identify technological methods to ensure the
5454 efficient and timely transfer of information among state agencies
5555 providing health, education, and human services to children and
5656 their families.
5757 SECTION 3. This Act takes effect September 1, 2011.
