77 relating to the appointment and recommendations of the Border Trade
88 Advisory Committee.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subsections (b) and (c), Section 201.114,
1111 Transportation Code, are amended to read as follows:
1212 (b) The coordinator shall serve on the Border Trade Advisory
1313 Committee as presiding officer. The commission shall appoint the
1414 other members of the committee, which to the extent practicable
1515 must include:
1616 (1) the presiding officers, or persons designated by
1717 the presiding officers, of the policy boards of metropolitan
1818 planning organizations wholly or partly in the department's Pharr,
1919 Laredo, Odessa, or El Paso transportation district;
2020 (2) the person serving, or a person designated by the
2121 person serving, in the capacity of executive director of each
2222 entity governing a port of entry in this state; [and]
2323 (3) a representative each from at least two institutes
2424 or centers operated by a university in this state that conduct
2525 continuing research on transportation or trade issues; and
2626 (4) the port director of the Port of Brownsville or the
2727 port director's designee.
2828 (c) The commission shall establish the Border Trade
2929 Advisory Committee to define and develop a strategy and make
3030 recommendations to the commission and governor for addressing the
3131 highest priority border trade transportation challenges. In
3232 determining action to be taken on the recommendations, the
3333 commission shall consider the importance of trade with the United
3434 Mexican States, potential sources of infrastructure funding at
3535 border ports, including maritime ports, and the value of trade
3636 activity in the department's districts adjacent to the border with
3737 the United Mexican States.
3838 SECTION 2. This Act takes effect September 1, 2011.
