| 13 | 13 | SECTION 1. If the state water implementation fund for Texas | |
| 14 | 14 | is created by legislation enacted by the 83rd Legislature, Regular | |
| 15 | 15 | Session, 2013, the amount of $2 billion is appropriated from the | |
| 16 | 16 | economic stabilization fund to the comptroller for the purpose of | |
| 17 | 17 | depositing that amount to the credit of the state water | |
| 18 | 18 | implementation fund for Texas as money held and invested by the | |
| 19 | 19 | Texas Treasury Safekeeping Trust Company and available for use by | |
| 20 | 20 | the Texas Water Development Board for the purposes of the state | |
| 21 | 21 | water implementation fund for Texas. | |
| 22 | 22 | SECTION 2. This Act takes effect September 1, 2013, but only | |
| 23 | 23 | if it receives a vote of two-thirds of the members present in each | |
| 24 | 24 | house of the legislature, as provided by Section 49-g(m), Article | |
| 25 | 25 | III, Texas Constitution. |
