88 A BILL TO BE ENTITLED
99 AN ACT
1010 relating to the duties of the Texas Crime Stoppers Council to
1111 encourage individuals to report criminal activity related to
1212 trafficking of persons.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Section 414.005, Government Code, is amended to
1515 read as follows:
1616 Sec. 414.005. DUTIES. The council shall:
1717 (1) encourage, advise, and assist in the creation of
1818 crime stoppers organizations;
1919 (2) foster the detection of crime and encourage
2020 persons to report information about criminal acts;
2121 (3) encourage news and other media to broadcast
2222 reenactments and to inform the public of the functions of crime
2323 stoppers organizations' operations and programs;
2424 (4) promote the process of crime stoppers
2525 organizations to forward information about criminal acts to the
2626 appropriate law enforcement agencies;
2727 (5) help law enforcement agencies detect and combat
2828 crime by increasing the flow of information to and between law
2929 enforcement agencies;
3030 (6) create specialized programs targeted at detecting
3131 specific crimes or types of crimes, including at least one program
3232 that:
3333 (A) encourages individuals to report sex
3434 offenders who have failed to register under Chapter 62, Code of
3535 Criminal Procedure; [and]
3636 (B) encourages individuals to report criminal
3737 activity relating to the trafficking of persons, as described under
3838 Chapter 20A, Penal Code; and
3939 (C) financially rewards each individual who
4040 makes a report described by Paragraph (A) or (B) that leads or
4141 substantially contributes to the arrest or apprehension:
4242 (i) of a sex offender who has failed to
4343 register under Chapter 62, Code of Criminal Procedure; or
4444 (ii) of a person suspected of engaging in
4545 conduct that constitutes an offense under Chapter 20A, Penal Code;
4646 and
4747 (7) encourage, advise, and assist crime stoppers
4848 organizations in implementing any programs created under
4949 Subdivision (6), including a program specifically described by
5050 Subdivision (6).
5151 SECTION 2. This Act takes effect immediately if it receives
5252 a vote of two-thirds of all the members elected to each house, as
5353 provided by Section 39, Article III, Texas Constitution. If this
5454 Act does not receive the vote necessary for immediate effect, this
5555 Act takes effect September 1, 2013.
