| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 56.004, Government Code, is amended by |
|---|
| 14 | 14 | | amending Subsection (b) and adding Subsection (c) to read as |
|---|
| 15 | 15 | | follows: |
|---|
| 16 | 16 | | (b) The legislature shall appropriate funds from the |
|---|
| 17 | 17 | | judicial and court personnel training fund to the court of criminal |
|---|
| 18 | 18 | | appeals to provide for: |
|---|
| 19 | 19 | | (1) continuing legal education, technical assistance, |
|---|
| 20 | 20 | | and other support programs for prosecuting attorneys and their |
|---|
| 21 | 21 | | personnel, criminal defense attorneys who regularly represent |
|---|
| 22 | 22 | | indigent defendants in criminal matters and their personnel, and |
|---|
| 23 | 23 | | justices of the peace and their court personnel; and |
|---|
| 24 | 24 | | (2) innocence training programs for law enforcement |
|---|
| 25 | 25 | | officers, law students, and other participants. |
|---|
| 26 | 26 | | (c) An allocation of funds to provide for continuing legal |
|---|
| 27 | 27 | | education, technical assistance, and other support programs for the |
|---|
| 28 | 28 | | personnel of criminal defense attorneys who regularly represent |
|---|
| 29 | 29 | | indigent defendants in criminal matters as described by Subsection |
|---|
| 30 | 30 | | (b)(1) must come from the grant of legal funds made by the court of |
|---|
| 31 | 31 | | criminal appeals under Section 56.003(f). |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect September 1, 2014. |
