| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 2155.132(e), Government Code, is amended | |
| 11 | 11 | to read as follows: | |
| 12 | 12 | (e) Competitive bidding, whether formal or informal, is | |
| 13 | 13 | required for a purchase by a state agency if the purchase: | |
| 14 | 14 | (1) exceeds $25,000 [$5,000]; and | |
| 15 | 15 | (2) is made under a written contract. | |
| 16 | 16 | SECTION 2. The change in law made by this Act applies only | |
| 17 | 17 | to a solicitation of bids or proposals or other similar expression | |
| 18 | 18 | of interest made on or after the effective date of this Act. A | |
| 19 | 19 | solicitation of bids or proposals or other similar expression of | |
| 20 | 20 | interest made before the effective date of this Act is governed by | |
| 21 | 21 | the law in effect on the date the solicitation or other similar | |
| 22 | 22 | expression of interest is made, and the former law is continued in | |
| 23 | 23 | effect for that purpose. | |
| 24 | 24 | SECTION 3. This Act takes effect September 1, 2013. |
