| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 444.031, Government Code, is amended by |
|---|
| 14 | 14 | | adding Subsections (c), (d), and (e) to read as follows: |
|---|
| 15 | 15 | | (c) A designated district or, if necessary to comply with |
|---|
| 16 | 16 | | federal eligibility requirements, a municipality or county in which |
|---|
| 17 | 17 | | a designated district is located on behalf of the district may apply |
|---|
| 18 | 18 | | for state incentives, funding, grants, and loans from state |
|---|
| 19 | 19 | | agencies, including the: |
|---|
| 20 | 20 | | (1) Department of Agriculture; |
|---|
| 21 | 21 | | (2) Texas Department of Transportation; and |
|---|
| 22 | 22 | | (3) office of the governor. |
|---|
| 23 | 23 | | (d) The commission shall assist designated districts, |
|---|
| 24 | 24 | | municipalities, and counties in applying under Subsection (c). |
|---|
| 25 | 25 | | (e) The commission may amend the boundaries of a designated |
|---|
| 26 | 26 | | district to include private sector development. |
|---|
| 27 | 27 | | SECTION 2. This Act takes effect September 1, 2013. |
