| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter N, Chapter 601, Transportation Code, |
|---|
| 13 | 13 | | is amended by adding Section 601.455 to read as follows: |
|---|
| 14 | 14 | | Sec. 601.455. PROGRAM ENHANCEMENT. (a) The Texas Department |
|---|
| 15 | 15 | | of Insurance shall evaluate systems and technologies to enhance the |
|---|
| 16 | 16 | | performance of the financial responsibility verification program |
|---|
| 17 | 17 | | established under this subchapter in order to reduce the number of |
|---|
| 18 | 18 | | uninsured motorists in this state and may implement those systems |
|---|
| 19 | 19 | | or technologies, subject to Subsection (b). |
|---|
| 20 | 20 | | (b) The Texas Department of Insurance may, under a |
|---|
| 21 | 21 | | competitive bidding procedure, select and contract with an agent, |
|---|
| 22 | 22 | | in addition to any agent selected under Section 601.453, to |
|---|
| 23 | 23 | | develop, implement, operate, maintain, or upgrade any system or |
|---|
| 24 | 24 | | technology that is a component of the financial responsibility |
|---|
| 25 | 25 | | verification program or any additional system or technology to be |
|---|
| 26 | 26 | | implemented under Subsection (a). |
|---|
| 27 | 27 | | SECTION 2. This Act takes effect September 1, 2013. |
