| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 2310.202, Government Code, is amended to |
|---|
| 15 | 15 | | read as follows: |
|---|
| 16 | 16 | | Sec. 2310.202. ADMINISTRATION BY ADMINISTRATIVE AUTHORITY. |
|---|
| 17 | 17 | | (a) The governing body of a readjustment zone may delegate its |
|---|
| 18 | 18 | | administrative duties to an administrative authority appointed by |
|---|
| 19 | 19 | | the governing body. |
|---|
| 20 | 20 | | (b) An administrative authority must: |
|---|
| 21 | 21 | | (1) be composed of 3, 5, 7, 9, 11, or 15 members; and |
|---|
| 22 | 22 | | (2) be a viable and responsive body generally |
|---|
| 23 | 23 | | representative of all public or private entities that have a stake |
|---|
| 24 | 24 | | in the development of the zone[; and |
|---|
| 25 | 25 | | [(3) if the readjustment zone includes private |
|---|
| 26 | 26 | | residences, include: |
|---|
| 27 | 27 | | [(A) an elected official representing |
|---|
| 28 | 28 | | readjustment zone residents and businesses; or |
|---|
| 29 | 29 | | [(B) at least two readjustment zone residents]. |
|---|
| 30 | 30 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2013. |
