1111 A BILL TO BE ENTITLED
1212 AN ACT
1313 relating to the display of the Honor and Remember flag.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Subchapter A, Chapter 2165, Government Code, is
1616 amended by adding Section 2165.0061 to read as follows:
1717 Sec. 2165.0061. DISPLAY OF HONOR AND REMEMBER FLAG.
1818 (a) In this section, "Honor and Remember flag" means the Honor and
1919 Remember, Inc. flag.
2020 (b) The Honor and Remember flag shall be displayed at each
2121 state office building on:
2222 (1) the third Saturday in May, "Armed Forces Day";
2323 (2) the last Monday in May, "Memorial Day";
2424 (3) the 14th day of June, "Flag Day";
2525 (4) the fourth day of July, "Independence Day";
2626 (5) the third Friday in September, "National POW/MIA
2727 Recognition Day";
2828 (6) the last Sunday in September, "Gold Star Mother's
2929 Day";
3030 (7) the 11th day in November, "Veterans Day"; and
3131 (8) whenever a resident of this state is a state
3232 military casualty.
3333 SECTION 2. The Honor and Remember flag is designated as the
3434 symbol of our state's concern and commitment to honoring and
3535 remembering the lives of all members of the United States armed
3636 forces who have lost their lives while serving or as a result of
3737 service and the symbol of our state's commitment to honoring their
3838 families.
3939 SECTION 3. The Honor and Remember flag's red field
4040 represents the blood shed by the brave men and women who sacrificed
4141 their lives for freedom, and the flag's white field is in
4242 recognition of the purity of that sacrifice. The flag's blue star
4343 is a symbol of active service in military conflict that dates back
4444 to World War I. The flag's gold star signifies the ultimate
4545 sacrifice of a warrior in active service who is not returning home
4646 and reflects the value of the life given. The folded flag element
4747 highlights this nation's final tribute to a fallen service member
4848 and a family's sacrifice. The flag's flame symbolizes the eternal
4949 spirit of the departed.
5050 SECTION 4. This Act takes effect September 1, 2013.
