10	10	relating to electronic voter registration.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Subchapter A, Chapter 13, Election Code, is
13	13	amended by adding Section 13.009 to read as follows:
14	14	Sec. 13.009. ELECTRONIC VOTER REGISTRATION. (a) The
15	15	secretary of state shall implement a program to allow a person to
16	16	complete a voter registration application over the Internet from
17	17	the official website of this state. The websites of the secretary
18	18	of state and the Department of Public Safety must also provide a
19	19	link to the location of the application on the official website of
20	20	this state.
21	21	(b) An applicant for electronic voter registration who has
22	22	an unexpired driver's license or personal identification card
23	23	issued in this state must:
24	24	(1) attest to the truth of the information provided on
25	25	the application by affirmatively accepting the information as true;
26	26	and
27	27	(2) affirmatively consent to the use of the signature
28	28	on the applicant's driver's license or personal identification card
29	29	for voter registration purposes.
30	30	(c) An applicant for electronic voter registration who does
31	31	not have an unexpired driver's license or personal identification
32	32	card issued in this state must:
33	33	(1) attest to the truth of the information provided on
34	34	the application by affirmatively accepting the information as true;
35	35	and
36	36	(2) print a registration application from the website
37	37	the applicant is using to register, sign the application, and mail
38	38	it to the registrar.
39	39	(d) For each application submitted under Subsection (b),
40	40	the program shall require that a digital copy of the applicant's
41	41	signature be obtained from the Department of Public Safety.
42	42	(e) For each application submitted under Subsection (c),
43	43	the program shall provide the applicant with:
44	44	(1) a registration application that the applicant can
45	45	print from the registration website, sign, and mail to the
46	46	registrar as required under Subsection (c)(2); and
47	47	(2) information about how the applicant can obtain a
48	48	driver's license or personal identification card from the
49	49	Department of Public Safety.
50	50	(f) An application submitted under this section is
51	51	considered for all purposes as an application submitted by mail
52	52	under this title.
53	53	(g) The secretary of state shall adopt rules as necessary to
54	54	implement this section, including rules to provide for additional
55	55	security measures necessary to ensure the accuracy and integrity of
56	56	applications submitted electronically.
57	57	(h) The rules adopted under Subsection (g) must require
58	58	that:
59	59	(1) the Internet website through which a person may
60	60	complete a voter registration application include a description of
61	61	the offense described by Section 13.007 in a conspicuous location
62	62	on the website near the place where the person begins or submits the
63	63	application; and
64	64	(2) the state electronic Internet portal project be
65	65	used to authenticate the identity of a person who submits an
66	66	application electronically under this section.
67	67	SECTION 2. This Act takes effect September 1, 2013.
