99 AN ACT
1010 relating to the requirements for obtaining a health science
1111 technology education teaching certificate and to the scope of
1212 courses a person may teach holding a technology applications
1313 teaching certificate.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Section 21.044, Education Code, as amended by
1616 Chapters 635 (S.B. 866) and 926 (S.B. 1620), Acts of the 82nd
1717 Legislature, Regular Session, 2011, is reenacted and amended to
1818 read as follows:
1919 Sec. 21.044. EDUCATOR PREPARATION. (a) The board shall
2020 propose rules establishing the training requirements a person must
2121 accomplish to obtain a certificate, enter an internship, or enter
2222 an induction-year program. The board shall specify the minimum
2323 academic qualifications required for a certificate.
2424 (b) Any minimum academic qualifications for a certificate
2525 specified under Subsection (a) that require a person to possess a
2626 bachelor's degree must also require that the person receive, as
2727 part of the curriculum for that degree, instruction in detection
2828 and education of students with dyslexia. This subsection does not
2929 apply to a person who obtains a certificate through an alternative
3030 certification program adopted under Section 21.049.
3131 (c) The instruction under Subsection (b) must:
3232 (1) be developed by a panel of experts in the diagnosis
3333 and treatment of dyslexia who are:
3434 (A) employed by institutions of higher
3535 education; and
3636 (B) approved by the board; and
3737 (2) include information on:
3838 (A) characteristics of dyslexia;
3939 (B) identification of dyslexia; and
4040 (C) effective, multisensory strategies for
4141 teaching students with dyslexia.
4242 (d) [(b)] In proposing rules under this section, the board
4343 shall specify that to obtain a certificate to teach an "applied STEM
4444 course," as that term is defined by Section 28.027, at a secondary
4545 school, a person must:
4646 (1) pass the certification test administered by the
4747 recognized national or international business and industry group
4848 that created the curriculum the applied STEM course is based on; and
4949 (2) have at a minimum:
5050 (A) an associate degree from an accredited
5151 institution of higher education; and
5252 (B) three years of work experience in an
5353 occupation for which the applied STEM course is intended to prepare
5454 the student.
5555 (e) In proposing rules under this section for a person to
5656 obtain a certificate to teach a health science technology education
5757 course, the board shall specify that a person must have:
5858 (1) an associate degree or more advanced degree from
5959 an accredited institution of higher education;
6060 (2) current licensure, certification, or registration
6161 as a health professions practitioner issued by a nationally
6262 recognized accrediting agency for health professionals; and
6363 (3) at least two years of wage earning experience
6464 utilizing the licensure requirement.
6565 (f) The board may not propose rules for a certificate to
6666 teach a health science technology education course that specify
6767 that a person must have a bachelor's degree or that establish any
6868 other credential or teaching experience requirements that exceed
6969 the requirements under Subsection (e).
7070 SECTION 2. Subchapter B, Chapter 21, Education Code, is
7171 amended by adding Section 21.0486 to read as follows:
7272 Sec. 21.0486. TECHNOLOGY APPLICATIONS CERTIFICATION. A
7373 person who holds a technology applications certificate issued under
7474 this subchapter may, in addition to teaching technology
7575 applications courses as authorized under the certificate, teach
7676 courses in:
7777 (1) principles of arts, audio/video technology, and
7878 communications; and
7979 (2) principles of information technology.
8080 SECTION 3. This Act takes effect immediately if it receives
8181 a vote of two-thirds of all the members elected to each house, as
8282 provided by Section 39, Article III, Texas Constitution. If this
8383 Act does not receive the vote necessary for immediate effect, this
8484 Act takes effect September 1, 2013.
