                    BILL ANALYSIS             C.S.H.B. 3946     By: Gonzalez, Naomi     Transportation     Committee Report (Substituted)             BACKGROUND AND PURPOSE    Texans lost an exceptional young police officer with the death of Officer Angel Garcia. Officer Garcia earned his diploma from Clint High School in 2004 and went on to serve his country in the U.S. Marine Corps, serving in Iraq and Afghanistan. Following his military service, he pursued his dream of becoming a police officer and began training at the police academy. He excelled in his training and was made commander of his class. Officer Garcia was commissioned on March 2, 2012, by the El Paso Police Department, and his brief career in law enforcement was marked by his strong work ethic and willingness to serve others in need. Officer Garcia was involved in a traffic accident while removing a traffic hazard on December 16, 2012, and was taken to Del Sol Medical Center, where he passed away at the age of 27. He is survived by his parents, grandparents, and siblings. C.S.H.B. 3946 seeks to honor Officer Angel Garcia and his memory with a fitting tribute to his generosity and selfless service to Texas and to the United States.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    C.S.H.B. 3946 amends the Transportation Code to designate the interchange in El Paso between Interstate Highway 10 and Joe Battle Boulevard as the Officer Angel David Garcia Memorial Interchange. The bill requires the Texas Department of Transportation to design and construct markers indicating the designation as the Officer Angel David Garcia Memorial Interchange and any other appropriate information and to erect a marker at one or more sites on the interchange and approaching the interchange in each direction.       EFFECTIVE DATE    September 1, 2013.
