                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 10, 2013      TO: Honorable John Whitmire, Chair, Senate Committee on Criminal Justice      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB48 by Flynn (Relating to the procedure under which a person may renew a license to carry a concealed handgun.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code to eliminate the requirement for Concealed Handgun License (CHL) holders to complete a continuing education/renewal course in order to renew the CHL.  The bill would allow the use of the Internet to submit and process renewal applications. It is assumed the costs associated with implementing the provisions of the bill could be absorbed within current appropriations.  The bill would take effect September 1, 2013.
