| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 12, Agriculture Code, is amended by |
|---|
| 13 | 13 | | adding Section 12.0272 to read as follows: |
|---|
| 14 | 14 | | Sec. 12.0272. RURAL WORKFORCE INVESTMENT PROGRAM. (a) In |
|---|
| 15 | 15 | | this section: |
|---|
| 16 | 16 | | (1) "General academic teaching institution," "public |
|---|
| 17 | 17 | | junior college," and "public technical institute" have the meanings |
|---|
| 18 | 18 | | assigned by Section 61.003, Education Code. |
|---|
| 19 | 19 | | (2) "Rural area" means: |
|---|
| 20 | 20 | | (A) a county with a population of less than |
|---|
| 21 | 21 | | 200,000; or |
|---|
| 22 | 22 | | (B) a municipality with a population of less than |
|---|
| 23 | 23 | | 50,000. |
|---|
| 24 | 24 | | (b) Subject to available funding, the commissioner may |
|---|
| 25 | 25 | | develop a rural workforce investment program to facilitate |
|---|
| 26 | 26 | | partnerships in rural areas among school districts, public junior |
|---|
| 27 | 27 | | colleges, public technical institutes, general academic teaching |
|---|
| 28 | 28 | | institutions, and business and industry to promote workforce |
|---|
| 29 | 29 | | investment plans. |
|---|
| 30 | 30 | | (c) The commissioner may adopt rules to administer this |
|---|
| 31 | 31 | | section. |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2013. |
