| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Subchapter H, Chapter 411, Government Code, is |
|---|
| 15 | 15 | | amended by adding Section 411.175 to read as follows: |
|---|
| 16 | 16 | | Sec. 411.175. PROCEDURES FOR SUBMITTING FINGERPRINTS. The |
|---|
| 17 | 17 | | department shall establish procedures for the submission of legible |
|---|
| 18 | 18 | | and classifiable fingerprints by an applicant for a license under |
|---|
| 19 | 19 | | this subchapter who: |
|---|
| 20 | 20 | | (1) is required to submit those fingerprints to the |
|---|
| 21 | 21 | | department, including an applicant under Section 411.199, |
|---|
| 22 | 22 | | 411.1991, or 411.201; and |
|---|
| 23 | 23 | | (2) resides in a county having a population of 46,000 |
|---|
| 24 | 24 | | or less and does not reside within a 25-mile radius of a facility |
|---|
| 25 | 25 | | with the capability to process digital or electronic fingerprints. |

| 26 | 26 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 27 | 27 | | to an application for a license to carry a concealed handgun that is |
|---|
| 28 | 28 | | submitted to the Department of Public Safety on or after the |
|---|
| 29 | 29 | | effective date of this Act. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect September 1, 2013. |
