                    BILL ANALYSIS             H.J.R. 150     By: Hilderbran     State Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Currently, an individual must be a resident of Texas for two years to be qualified to be elected state representative. H.J.R. 150 proposes to change this residency requirement to five years.       RULEMAKING AUTHORITY    It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.J.R. 150 proposes an amendment to the Texas Constitution to increase from two years to five years the number of years preceding a person's election to the Texas House of Representatives that the person is required to have been a Texas resident.        ELECTION DATE    The constitutional amendment proposed by this joint resolution will be submitted to the voters at an election to be held November 5, 2013.
