 A JOINT RESOLUTION
 proposing a constitutional amendment to require a person to be a
 resident of this state for five years preceding the person's
 election to the Texas House of Representatives.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 7, Article III, Texas Constitution, is
 amended to read as follows:
 Sec. 7.  No person shall be a Representative[,] unless the
 person is [he be] a citizen of the United States, and, at the time of
 [his] election as a Representative, a qualified voter of this
 State, and shall have been a resident of this State five [two] years
 next preceding the [his] election, the last year thereof a resident
 of the district for which the person [he] shall be chosen, and shall
 have attained the age of twenty-one years.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 5, 2013.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment requiring a person to be
 a resident of this state for five years preceding the person's
 election to the Texas House of Representatives."
