55 R E S O L U T I O N
66 WHEREAS, Michael Whitney McKinney served the Lone Star State
77 and its business community with the utmost distinction, and his
88 passing on February 15, 2012, brought an immeasurable loss to all
99 who were fortunate enough to know him; and
1010 WHEREAS, A San Angelo native, Mike McKinney earned his
1111 bachelor's degree in government from The University of Texas at
1212 Austin; in 1968, he began his career in public service working for
1313 Preston Smith, first in the office of the lieutenant governor and
1414 later as Governor Smith's special assistant and appointments
1515 secretary; and
1616 WHEREAS, Mr. McKinney went on to make further invaluable
1717 contributions to the state as assistant to the executive director
1818 of the Texas Water Quality Board and then as assistant
1919 administrator of the Texas Alcoholic Beverage Commission; he became
2020 vice president of industry affairs for the Wholesale Beer
2121 Distributors of Texas in 1984, and he was named its chief executive
2222 officer five years later; he led WBDT with enormous skill and energy
2323 for more than two decades, and he spent so much time observing the
2424 floor activities of the Texas House of Representatives that a chair
2525 in the gallery came to be regarded as his; and
2626 WHEREAS, Such publications as the Quorum Report and Capitol
2727 Inside recognized Mr. McKinney's diligence and effectiveness, and
2828 in 1996, the TABC presented him with its Bert Ford Commendation;
2929 moreover, he received both the Presidential Award for Legislative
3030 Excellence and the President's Industry Service Award from the
3131 National Beer Wholesalers Association; and
3232 WHEREAS, Dedicated to preserving our state's rich heritage,
3333 Mr. McKinney served on the board of the Bob Bullock Texas State
3434 History Museum Foundation, including as its president from 2005 to
3535 2006, and he was a member of the State Cemetery Board and the board
3636 of Friends of the Governor's Mansion; he actively supported
3737 improvements to the mansion as a member of the Sam Houston Society
3838 as well; and
3939 WHEREAS, For years during legislative sessions, Mike
4040 McKinney was a near-constant presence in his favorite chair in the
4141 house gallery, and it is appropriate to pay special tribute to him
4242 with the installation of an engraved plaque on that chair; in
4343 accordance with the provisions of Chapter 443, Government Code, the
4444 State Preservation Board is charged with approving all changes to
4545 the Capitol and its contents; now, therefore, be it
4646 RESOLVED, That the House of Representatives of the 83rd Texas
4747 Legislature hereby direct the State Preservation Board to install a
4848 plaque that is engraved with the words "In memory of Michael
4949 W. McKinney, a great Texan and protector of the Code and
5050 Constitution" on the specific house gallery chair long occupied by
5151 Mr. McKinney; and, be it further
5252 RESOLVED, That the chief clerk of the house forward an
5353 official copy of this resolution to the executive director and
5454 members of the State Preservation Board.
