6 | 6 | | WHEREAS, Michael Whitney McKinney served the Lone Star State |
---|
7 | 7 | | and its business community with the utmost distinction, and his |
---|
8 | 8 | | passing on February 15, 2012, brought an immeasurable loss to all |
---|
9 | 9 | | who were fortunate enough to know him; and |
---|
10 | 10 | | WHEREAS, A San Angelo native, Mike McKinney earned his |
---|
11 | 11 | | bachelor's degree in government from The University of Texas at |
---|
12 | 12 | | Austin; in 1968, he began his career in public service working for |
---|
13 | 13 | | Preston Smith, first in the office of the lieutenant governor and |
---|
14 | 14 | | later as Governor Smith's special assistant and appointments |
---|
15 | 15 | | secretary; and |
---|
16 | 16 | | WHEREAS, Mr. McKinney went on to make further invaluable |
---|
17 | 17 | | contributions to the state as assistant to the executive director |
---|
18 | 18 | | of the Texas Water Quality Board and then as assistant |
---|
19 | 19 | | administrator of the Texas Alcoholic Beverage Commission; he became |
---|
20 | 20 | | vice president of industry affairs for the Wholesale Beer |
---|
21 | 21 | | Distributors of Texas in 1984, and he was named its chief executive |
---|
22 | 22 | | officer five years later; he led WBDT with enormous skill and energy |
---|
23 | 23 | | for more than two decades, and he spent so much time observing the |
---|
24 | 24 | | floor activities of the Texas House of Representatives that a chair |
---|
25 | 25 | | in the gallery came to be regarded as his; and |
---|
26 | 26 | | WHEREAS, Such publications as the Quorum Report and Capitol |
---|
27 | 27 | | Inside recognized Mr. McKinney's diligence and effectiveness, and |
---|
28 | 28 | | in 1996, the TABC presented him with its Bert Ford Commendation; |
---|
29 | 29 | | moreover, he received both the Presidential Award for Legislative |
---|
30 | 30 | | Excellence and the President's Industry Service Award from the |
---|
31 | 31 | | National Beer Wholesalers Association; and |
---|
32 | 32 | | WHEREAS, Dedicated to preserving our state's rich heritage, |
---|
33 | 33 | | Mr. McKinney served on the board of the Bob Bullock Texas State |
---|
34 | 34 | | History Museum Foundation, including as its president from 2005 to |
---|
35 | 35 | | 2006, and he was a member of the State Cemetery Board and the board |
---|
36 | 36 | | of Friends of the Governor's Mansion; he actively supported |
---|
37 | 37 | | improvements to the mansion as a member of the Sam Houston Society |
---|
38 | 38 | | as well; and |
---|
39 | 39 | | WHEREAS, For years during legislative sessions, Mike |
---|
40 | 40 | | McKinney was a near-constant presence in his favorite chair in the |
---|
41 | 41 | | house gallery, and it is appropriate to pay special tribute to him |
---|
42 | 42 | | with the installation of an engraved plaque on that chair; in |
---|
43 | 43 | | accordance with the provisions of Chapter 443, Government Code, the |
---|
44 | 44 | | State Preservation Board is charged with approving all changes to |
---|
45 | 45 | | the Capitol and its contents; now, therefore, be it |
---|
46 | 46 | | RESOLVED, That the House of Representatives of the 83rd Texas |
---|
47 | 47 | | Legislature hereby direct the State Preservation Board to install a |
---|
48 | 48 | | plaque that is engraved with the words "In memory of Michael |
---|
49 | 49 | | W. McKinney, a great Texan and protector of the Code and |
---|
50 | 50 | | Constitution" on the specific house gallery chair long occupied by |
---|
51 | 51 | | Mr. McKinney; and, be it further |
---|
52 | 52 | | RESOLVED, That the chief clerk of the house forward an |
---|
53 | 53 | | official copy of this resolution to the executive director and |
---|
54 | 54 | | members of the State Preservation Board. |
