 A BILL TO BE ENTITLED
 AN ACT
 relating to parking near the State Capitol for a state employee
 whose presence at the Capitol is requested by a member of the
 legislature.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 411.063, Government Code, is amended by
 adding Subsection (c-1) to read as follows:
 (c-1)  Rules adopted under this section must include a
 provision that allows a state employee whose presence at the
 Capitol is requested by a member of the legislature to park free of
 charge in a parking garage or parking lot near the Capitol.
 SECTION 2.  Section 2165.2035, Government Code, is amended
 by adding Subsection (g-1) to read as follows:
 (g-1)  Any lease of a state-owned parking lot or garage near
 the State Capitol under this section must provide that a state
 employee whose presence at the Capitol is requested by a member of
 the legislature may park free of charge in the lot or garage.
 SECTION 3.  (a) The State Preservation Board shall adopt or
 amend rules, as applicable, as required by Section 411.063(c-1),
 Government Code, as added by this Act, not later than October 1,
 2013.
 (b)  Section 2165.2035(g-1), Government Code, as added by
 this Act, applies only to a lease entered into on or after the
 effective date of this Act.
 SECTION 4.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
