1111 A BILL TO BE ENTITLED
1212 AN ACT
1313 relating to the creation of a regional food economy and food access
1414 task force.
1515 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1616 SECTION 1. REGIONAL FOOD ECONOMY AND FOOD ACCESS TASK
1717 FORCE. (a) The regional food economy and food access task force is
1818 created to study and provide recommendations to the legislature on
1919 developing this state's regional food economy and improving access
2020 to healthy food for the people in this state.
2121 (b) The task force consists of nine members appointed as
2222 follows:
2323 (1) one member who is a representative of the food
2424 retail industry with experience in grocery stores, appointed by the
2525 governor;
2626 (2) one member who is a physician with experience in
2727 public health, appointed by the commissioner of state health
2828 services;
2929 (3) one member who is a representative of a community
3030 development financial institution, appointed by the governor;
3131 (4) one member who is a large-scale farmer, as defined
3232 by the United States Department of Agriculture, appointed by the
3333 lieutenant governor;
3434 (5) one member who is a small-scale farmer, as defined
3535 by the United States Department of Agriculture, with experience in
3636 farmers markets, appointed by the lieutenant governor;
3737 (6) one member who is a representative of a food bank,
3838 appointed by the speaker of the house of representatives;
3939 (7) one member who is a representative of a regional
4040 food advocacy group, appointed by the speaker of the house of
4141 representatives;
4242 (8) one representative of the Texas Department of
4343 Agriculture, appointed by the commissioner of agriculture; and
4444 (9) one representative of the Texas A&M AgriLife
4545 Extension Service, appointed by the chancellor of The Texas A&M
4646 University System.
4747 (c) The representative of the Texas A&M AgriLife Extension
4848 Service serves as the presiding officer of the task force.
4949 (d) A task force member is not entitled to compensation or
5050 reimbursement of expenses.
5151 (e) The task force shall:
5252 (1) examine the following food economy goals:
5353 (A) creating and retaining family-wage jobs;
5454 (B) expanding export and local markets for
5555 regional products;
5656 (C) developing regional public-private
5757 partnerships and leveraging existing public-private partnership
5858 efforts; and
5959 (D) improving access to healthy food and food
6060 security, protecting natural resources, and enhancing community
6161 connections; and
6262 (2) develop recommendations for legislation and state
6363 agency programming that will improve this state's regional food
6464 economy and improve access to healthy food for the people in this
6565 state.
6666 (f) The task force shall meet not later than the 30th day
6767 after the date the last initial appointment is made. The task force
6868 shall meet regularly as necessary at the call of the presiding
6969 officer.
7070 (g) Not later than September 1, 2014, the task force shall:
7171 (1) submit to the legislature a report outlining
7272 legislative recommendations and recommendations for state agency
7373 programming; and
7474 (2) provide a presentation on the task force's
7575 recommendations to the standing committee of each house of the
7676 legislature with primary jurisdiction over economic development.
7777 SECTION 2. EXPIRATION. The task force established under
7878 this Act is abolished and this Act expires September 1, 2015.
7979 SECTION 3. EFFECTIVE DATE. This Act takes effect
8080 immediately if it receives a vote of two-thirds of all the members
8181 elected to each house, as provided by Section 39, Article III, Texas
8282 Constitution. If this Act does not receive the vote necessary for
8383 immediate effect, this Act takes effect September 1, 2013.
