99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 6.15, Texas Racing Act (Article 179e,
1111 Vernon's Texas Civil Statutes), is amended to read as follows:
1212 Sec. 6.15. RACING AT TEMPORARY LOCATION. After an
1313 association has been granted a license to operate a racetrack and
1414 before the completion of construction at the designated place for
1515 which the license was issued, the commission may, on application by
1616 the association, issue a temporary license that permits the
1717 association to conduct races at a location in the same county for a
1818 period expiring six [two] years after the date of issuance of the
1919 temporary license or on the completion of the permanent facility,
2020 whichever occurs first. The commission may set the conditions and
2121 standards for issuance of a temporary license and allocation of
2222 appropriate race days. An applicant for a temporary license must
2323 pay the application fees and must post the bonds required of other
2424 licensees before the issuance of a temporary license. After a
2525 temporary license has expired, no individual, corporation, or
2626 association, nor any individual belonging to a corporation or
2727 association which has been granted a temporary license, may get an
2828 extension of the temporary license or a new temporary license.
2929 SECTION 2. The Texas Racing Commission shall grant an
3030 extension of up to four years for any association currently in
3131 possession of an unexpired temporary license as described in
3232 Section 1 of this Act.
3333 SECTION 3. This Act takes effect immediately if it receives
3434 a vote of two-thirds of all the members elected to each house, as
3535 provided by Section 39, Article III, Texas Constitution. If this
3636 Act does not receive the vote necessary for immediate effect, this
3737 Act takes effect September 1, 2013.
