1010 A BILL TO BE ENTITLED
1111 AN ACT
1212 relating to the institutions of higher education eligible to
1313 participate in the Texas Science, Technology, Engineering, and
1414 Mathematics (T-STEM) Challenge Scholarship program.
1515 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1616 SECTION 1. Section 61.9792, Education Code, is amended to
1717 read as follows:
1818 Sec. 61.9792. SCHOLARSHIP PROGRAM. The board shall
1919 establish and administer, in accordance with this subchapter and
2020 board rules, the Texas Science, Technology, Engineering, and
2121 Mathematics (T-STEM) Challenge Scholarship program under which the
2222 board provides a grant to an eligible institution for the purpose of
2323 providing a scholarship to a student who meets the eligibility
2424 criteria prescribed by Section 61.9793.
2525 SECTION 2. Section 61.9794, Education Code, is amended to
2626 read as follows:
2727 Sec. 61.9794. ELIGIBLE INSTITUTION. (a) To qualify as an
2828 eligible institution under this subchapter, an institution must:
2929 (1) be one of the following:
3030 (A) a public junior college, public junior
3131 college district, or public technical institute that admits[;
3232 [(2) admit] at least 50 students into a STEM program
3333 each academic year; or
3434 (B) a general academic teaching institution that
3535 admits into a STEM program each academic year eligible students
3636 who:
3737 (i) previously participated in a T-STEM
3838 Challenge Scholarship program at a public junior college or public
3939 technical institute; and
4040 (ii) completed at least 45 semester credit
4141 hours at the college or institute before enrolling in the general
4242 academic teaching institution; and
4343 (2) [(3)] develop partnerships with business and
4444 industry to:
4545 (A) identify local employment needs in Science,
4646 Technology, Engineering, and Mathematics (STEM) fields; and
4747 (B) provide part-time employment for students
4848 enrolled in a STEM program.
4949 (b) To maintain eligibility, beginning with the second year
5050 following implementation of a scholarship program under this
5151 subchapter, an institution must demonstrate to the board that at
5252 least 70 percent of the institution's T-STEM Challenge Scholarship
5353 graduates, within three months after graduation, are:
5454 (1) employed by a business in a Science, Technology,
5555 Engineering, and Mathematics (STEM) field; or
5656 (2) enrolled in upper-division courses leading to a
5757 baccalaureate degree in a Science, Technology, Engineering, and
5858 Mathematics (STEM) field.
5959 SECTION 3. Section 61.9795, Education Code, is amended to
6060 read as follows:
6161 Sec. 61.9795. AMOUNT; FUNDING. (a) Subject to available
6262 funding, the board shall award a grant to an eligible institution
6363 for the purpose of providing scholarships, with at least 50 percent
6464 of the amount awarded from private funds.
6565 (b) Except as provided by Subsection (b-1), an [An] eligible
6666 student may receive a scholarship awarded under this subchapter for
6767 not more than two academic years.
6868 (b-1) A student who previously participated in the T-STEM
6969 Challenge Scholarship program at a public junior college or public
7070 technical institute and completed at least 45 semester credit hours
7171 at the college or institute, who then enrolls in a general academic
7272 teaching institution, may receive a scholarship awarded under this
7373 subchapter for two additional academic years. The student must
7474 meet the eligibility requirements established pursuant to Section
7575 61.9793.
7676 (c) The board may use any available revenue, including
7777 legislative appropriations, and may solicit and accept gifts and
7878 grants for purposes of this subchapter.
7979 SECTION 4. The Texas Higher Education Coordinating Board
8080 shall award scholarships under Subchapter GG, Chapter 61, Education
8181 Code, as amended by this Act, beginning with the 2013-2014 academic
8282 year. The coordinating board shall adopt the rules required by that
8383 subchapter as soon as practicable after this Act takes effect.
8484 SECTION 5. This Act takes effect September 1, 2013.
