9	9	AN ACT
10	10	relating to the territory of the East Aldine Management District.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. The following territory is added to the
13	13	territory of the East Aldine Management District:
14	14	Four tracts totaling approximately 790 acres, situated in
15	15	Harris County, described as follows:
16	16	Tract 1 - beginning at northeast corner of East Aldine
17	17	Management District boundary at the north right-of-way (ROW) of
18	18	Aldine Bender Road and east ROW of Lee Road, and coincident City of
19	19	Houston full-purpose boundary line;
20	20	Then east along north ROW of Aldine Bender Road to west ROW of
21	21	Old Humble Road and coincident City of Houston full-purpose
22	22	boundary line;
23	23	Then northeast along west ROW of Old Humble Road and City of
24	24	Houston full-purpose boundary line to west ROW of Southern Pacific
25	25	Railway;
26	26	Then south southwest along west ROW of Southern Pacific
27	27	Railway to north boundary of East Aldine Management District
28	28	boundary;
29	29	Then west along north boundary of East Aldine Management

115	115	SECTION 2. (a) The legal notice of the intention to
116	116	introduce this Act, setting forth the general substance of this
117	117	Act, has been published as provided by law, and the notice and a
118	118	copy of this Act have been furnished to all persons, agencies,
119	119	officials, or entities to which they are required to be furnished
120	120	under Section 59, Article XVI, Texas Constitution, and Chapter 313,
121	121	Government Code.
122	122	(b) The governor, one of the required recipients, has
123	123	submitted the notice and Act to the Texas Commission on
124	124	Environmental Quality.
125	125	(c) The Texas Commission on Environmental Quality has filed
126	126	its recommendations relating to this Act with the governor,
127	127	lieutenant governor, and speaker of the house of representatives
128	128	within the required time.
129	129	(d) The general law relating to consent by political
130	130	subdivisions to the creation of districts with conservation,
131	131	reclamation, and road powers and the inclusion of land in those
132	132	districts has been complied with.
133	133	(e) All requirements of the constitution and laws of this
134	134	state and the rules and procedures of the legislature with respect
135	135	to the notice, introduction, and passage of this Act have been
136	136	fulfilled and accomplished.
137	137	SECTION 3. This Act takes effect immediately if it receives
138	138	a vote of two-thirds of all the members elected to each house, as
139	139	provided by Section 39, Article III, Texas Constitution. If this
140	140	Act does not receive the vote necessary for immediate effect, this
141	141	Act takes effect September 1, 2013.
