 A BILL TO BE ENTITLED
 AN ACT
 relating to the territory of the East Aldine Management District.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  The following territory is added to the
 territory of the East Aldine Management District:
 Four tracts totaling approximately 790 acres, situated in
 Harris County, described as follows:
 Tract 1 - beginning at northeast corner of East Aldine
 Management District boundary at the north right-of-way (ROW) of
 Aldine Bender Road and east ROW of Lee Road, and coincident City of
 Houston full-purpose boundary line;
 Then east along north ROW of Aldine Bender Road to west ROW of
 Old Humble Road and coincident City of Houston full-purpose
 boundary line;
 Then northeast along west ROW of Old Humble Road and City of
 Houston full-purpose boundary line to west ROW of Southern Pacific
 Railway;
 Then south southwest along west ROW of Southern Pacific
 Railway to north boundary of East Aldine Management District
 boundary;
 Then west along north boundary of East Aldine Management
 District boundary to east ROW of Homestead Road and east boundary of
 East Aldine Management District;
 Then north along east boundary of East Aldine Management
 District boundary and east ROW of Homestead Road, and continuing
 north along east ROW of Lee Road and East Aldine Management District
 Boundary to north ROW of Aldine Bender Road and beginning point of
 Tract 1.
 Tract 2 - beginning at south ROW of North Sam Houston Parkway
 East feeder road and east ROW of Lee Road and coincident City of
 Houston full-purpose boundary line;
 Then south along east ROW of Lee Road and City of Houston
 full-purpose boundary line to north ROW of Aldine Bender Road and
 north boundary of East Aldine Management District;
 Then west along north ROW of Aldine Bender Road and
 coincident north boundary of East Aldine Management District to
 southwest corner of 7.176 acre parcel (RES A BLK 1 (BLDGS 1-15)
 TIMBER RIDGE APARTMENTS SEC 2) and coincident City of Houston
 full-purpose boundary line;
 Then generally north along west boundary of said 7.176 acre
 parcel, and 28.9572 acre parcel (BLDGS 1-49 BLK 1 TIMBER RIDGE
 APTS), and 2.289 acre parcel (.50 U/D INT IN TR 6 (4.5780 AC) AB ST
 1316 E F MARSHALL), and coincident City of Houston full-purpose
 boundary line to south ROW of North Sam Houston Parkway East feeder
 road;
 Then east along south ROW of North Sam Houston Parkway East
 feeder road to east ROW of Lee Road and coincident City of Houston
 full-purpose boundary line;
 Then south along east ROW of Lee Road and coincident City of
 Houston full-purpose boundary line to south ROW of south ROW of
 North Sam Houston Parkway East feeder road and beginning point of
 Tract 2.
 Tract 3 - beginning at north boundary of East Aldine
 Management District and coincident City of Houston full-purpose
 boundary line, at west ROW of Crosswinds Drive and north ROW of
 Aldine Bender Road;
 Then west along north boundary of East Aldine Management
 District, continuing west along north ROW of Aldine Bender Road to
 east boundary of City of Houston full-purpose boundary line and
 coincident west boundary of Sequoia Improvement District;
 Then north along east boundary of City of Houston
 full-purpose boundary line and coincident west boundary of Sequoia
 Improvement District; to south ROW of North Sam Houston Parkway
 East feeder road;
 Then east along south ROW of North Sam Houston Parkway East
 feeder road and City of Houston full-purpose boundary line to
 coincident east boundary of Sequoia Improvement District;
 Then south along east boundary of Sequoia Improvement
 District and coincident City of Houston full-purpose boundary line
 to northwest corner of 13.8492 acre parcel (RES A BLK 1 COSTA RIALTO
 APTS);
 Then east along north boundary of said 13.8492 acre parcel
 and coincident City of Houston full-purpose boundary line to
 northeast corner of said parcel and west ROW of Crosswinds Drive and
 west boundary of City of Houston full-purpose boundary line;
 Then south along west ROW of Crosswinds Drive and City of
 Houston full-purpose boundary line to north ROW of Aldine Bender
 Road, north boundary of East Aldine Management District and
 beginning point of Tract 3.
 Tract 4 - beginning at south boundary of East Aldine
 Management District and coincident north boundary of Greater
 Northside Management District, at west ROW of Dodson Road and south
 ROW of Langley Road;
 Then east along south boundary of East Aldine Management
 District and coincident north boundary of Greater Northside
 Management District to east ROW of Willie Street;
 Then south and southwest along east ROW of Willie Street,
 across Halls Bayou Channel to south ROW of Wiley Road;
 Then west along south ROW of Wiley Road to east ROW of US
 Highway 59 North feeder road northbound;
 Then north northeast along east ROW of US Highway 59 North
 feeder road northbound to southwest corner of 3.01 acre parcel (RES
 C BLK 11 HALL PARK);
 Then east northeast along south boundary of said 3.01 acre
 parcel to southeast corner of said parcel;
 Then north along east boundary of said 3.01 acre parcel, and
 2.929 acre parcel (RES B & LT 78 & TR 77 BLK 6 HALL PARK) to
 coincident south boundary of 0.1653 acre parcel (LT 83 BLK 6 HALL
 PARK);
 Then east along south boundary of said 0.1653 acre parcel to
 west ROW of Dodson Road;
 Then north along west ROW of Dodson Road to south ROW of
 Langley Road and coincident boundaries of East Aldine Management
 District and Greater Northside Management District, and beginning
 point of Tract 4.
 Save and Except TR 79 BLK 4 FARRINGTON PLACE SEC 2 of Tract 4
 SECTION 2.  (a)  The legal notice of the intention to
 introduce this Act, setting forth the general substance of this
 Act, has been published as provided by law, and the notice and a
 copy of this Act have been furnished to all persons, agencies,
 officials, or entities to which they are required to be furnished
 under Section 59, Article XVI, Texas Constitution, and Chapter 313,
 Government Code.
 (b)  The governor, one of the required recipients, has
 submitted the notice and Act to the Texas Commission on
 Environmental Quality.
 (c)  The Texas Commission on Environmental Quality has filed
 its recommendations relating to this Act with the governor,
 lieutenant governor, and speaker of the house of representatives
 within the required time.
 (d)  The general law relating to consent by political
 subdivisions to the creation of districts with conservation,
 reclamation, and road powers and the inclusion of land in those
 districts has been complied with.
 (e)  All requirements of the constitution and laws of this
 state and the rules and procedures of the legislature with respect
 to the notice, introduction, and passage of this Act have been
 fulfilled and accomplished.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
