1010 A BILL TO BE ENTITLED
1111 AN ACT
1212 relating to the administration of the Texas Commission on Fire
1313 Protection.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Subchapter A, Chapter 419, Government Code, is
1616 amended by adding Section 419.0021 to read as follows:
1717 Sec. 419.0021. ADMINISTRATIVE ATTACHMENT. (a) The
1818 commission is administratively attached to the Texas A&M
1919 Engineering Extension Service.
2020 (b) Notwithstanding any other law, the Texas A&M
2121 Engineering Extension Service shall:
2222 (1) provide administrative assistance and services to
2323 the commission, including budget planning and purchasing;
2424 (2) accept, deposit, and disburse money made available
2525 to the commission; and
2626 (3) direct the commission in performing the
2727 commission's duties assigned by this chapter in a manner that
2828 reduces certification costs, reduces administrative costs, and
2929 increases fire fighter access to training, certification, and
3030 educational resources.
3131 SECTION 2. (a) Not later than September 1, 2013, the Texas
3232 A&M Engineering Extension Service shall begin a comprehensive
3333 review of the duties of the Texas Commission on Fire Protection and
3434 prepare a report to the legislature detailing a process for
3535 transferring the functions of the commission to the Texas A&M
3636 Engineering Extension Service or other appropriate agency.
3737 (b) The Texas A&M Engineering Extension Service shall form a
3838 committee of stakeholders to assist in the development of the
3939 report required by Subsection (a) of this section.
4040 (c) The report required under Subsection (a) of this section
4141 must:
4242 (1) identify the essential personnel of the Texas
4343 Commission on Fire Protection;
4444 (2) include a timetable for any necessary or advisable
4545 movement of the physical location of employees or property;
4646 (3) include an inventory of all equipment and other
4747 property under the control of the Texas Commission on Fire
4848 Protection; and
4949 (4) provide for any unspent appropriations of the
5050 Texas Commission on Fire Protection.
5151 (d) The report required by Subsection (a) of this section
5252 shall be delivered to the legislature not later than September 1,
5353 2014.
5454 SECTION 3. Effective September 1, 2013, the powers and
5555 duties of the executive director of the Texas Commission on Fire
5656 Protection shall be assumed by the director of the Texas A&M
5757 Engineering Extension Service--Emergency Services Training
5858 Institute.
5959 SECTION 4. Except as otherwise provided by this Act, this
6060 Act takes effect September 1, 2013.
