14 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

15 | 15 | | SECTION 1. Subchapter A, Chapter 419, Government Code, is |
---|
16 | 16 | | amended by adding Section 419.0021 to read as follows: |
---|
17 | 17 | | Sec. 419.0021. ADMINISTRATIVE ATTACHMENT. (a) The |
---|
18 | 18 | | commission is administratively attached to the Texas A&M |
---|
19 | 19 | | Engineering Extension Service. |
---|
20 | 20 | | (b) Notwithstanding any other law, the Texas A&M |
---|
21 | 21 | | Engineering Extension Service shall: |
---|
22 | 22 | | (1) provide administrative assistance and services to |
---|
23 | 23 | | the commission, including budget planning and purchasing; |
---|
24 | 24 | | (2) accept, deposit, and disburse money made available |
---|
25 | 25 | | to the commission; and |
---|
26 | 26 | | (3) direct the commission in performing the |
---|
27 | 27 | | commission's duties assigned by this chapter in a manner that |
---|
28 | 28 | | reduces certification costs, reduces administrative costs, and |
---|
29 | 29 | | increases fire fighter access to training, certification, and |
---|
30 | 30 | | educational resources. |
---|
31 | 31 | | SECTION 2. (a) Not later than September 1, 2013, the Texas |
---|
32 | 32 | | A&M Engineering Extension Service shall begin a comprehensive |
---|
33 | 33 | | review of the duties of the Texas Commission on Fire Protection and |
---|
34 | 34 | | prepare a report to the legislature detailing a process for |
---|
35 | 35 | | transferring the functions of the commission to the Texas A&M |
---|
36 | 36 | | Engineering Extension Service or other appropriate agency. |
---|
37 | 37 | | (b) The Texas A&M Engineering Extension Service shall form a |
---|
38 | 38 | | committee of stakeholders to assist in the development of the |
---|
39 | 39 | | report required by Subsection (a) of this section. |
---|
40 | 40 | | (c) The report required under Subsection (a) of this section |
---|
41 | 41 | | must: |
---|
42 | 42 | | (1) identify the essential personnel of the Texas |
---|
43 | 43 | | Commission on Fire Protection; |
---|
44 | 44 | | (2) include a timetable for any necessary or advisable |
---|
45 | 45 | | movement of the physical location of employees or property; |
---|
46 | 46 | | (3) include an inventory of all equipment and other |
---|
47 | 47 | | property under the control of the Texas Commission on Fire |
---|
48 | 48 | | Protection; and |
---|
49 | 49 | | (4) provide for any unspent appropriations of the |
---|
50 | 50 | | Texas Commission on Fire Protection. |
---|
51 | 51 | | (d) The report required by Subsection (a) of this section |
---|
52 | 52 | | shall be delivered to the legislature not later than September 1, |
---|
53 | 53 | | 2014. |
---|
54 | 54 | | SECTION 3. Effective September 1, 2013, the powers and |
---|
55 | 55 | | duties of the executive director of the Texas Commission on Fire |
---|
56 | 56 | | Protection shall be assumed by the director of the Texas A&M |
---|
57 | 57 | | Engineering Extension Service--Emergency Services Training |
---|
58 | 58 | | Institute. |
---|
59 | 59 | | SECTION 4. Except as otherwise provided by this Act, this |
---|
60 | 60 | | Act takes effect September 1, 2013. |
